Chance of some patchy dense fog early this morning. Chance of measurable rain today. Bill Fulton funeral on Saturday CHICAGO (UPI) -William J. "Bill" Fulton, 70, a former United Nations correspondent for the Chicago Tribune, died at Doctors Hospital in Sarasota, where he was admitted Tuesday. His health reportedly had been declining for some time.

Fulton spent more than 40 years as a Tribune reporter and writer in a career that took him to London, Moscow, Paris, Geneva and other foreign capitals. In 1945, a month after his discharge from the Air Force, he was named the Tribune's London correspondent and covered the Potsdam conference of President Harry a Winston Rosary for Frank Shaw set today Rosary for Frank Xavier Shaw will be recited today at 7:30 p.m. at St. John Baptist de la Salle Church, 16545 Chatsworth Granada Hills. Later he affiliated with Screen directors Guild and worked as assistant director for many independent, ultimately returning to Universal as first assistant director for many television programs.

Surviving are his widow Eleanor, children Frank, Sam, Paul and Diane, brother Thomas and two grandchildren. Churchill and Joseph Stalin. He returned to New York in 1949, serving as United Nations correspondent until he retired. Fulton was stricken with polio in 1953, but after months of painful recovery he returned to work with the assistance of a cane. The next year he won the Tribune's Edward Scott Beck writing award for a series on "how I beat polio." Survivors include his widow, Joan Twelftree Fulton, a former English journalist with United Press in Paris; three daughters and a son.

Mrs. Woodham-Smith also wrote "The Reason Why," a critically acclaimed analysis of The Charge of the Light Brigade, and "The Great Hunger," a history of the Irish famine. Western storms battered Southern California with damaging winds and spread welcome rains and snow over drought-shackled portions of Northern California. Severe winds, described by police and residents as a tornado, ripped off roofs, smashed windows and lifted cars into the air during a rainstorm in Fullerton.

Three persons suffered minor injuries at the Hunt-Wesson Foods Corporate headquarters, where the winds also set off a minor fire. Southern California Edison officials said downed lines and transformers temporarily cut power to 10,000 customers. A fireman said the winds "picked up autos as high as 15 or 20 feet in the air." Residents said a swirling funnel moved diagonally across the town. Authorities said the "tornado-like winds" damaged some 20 homes. A National Weather Service spokesman described the storm only as "high winds," but several residents insisted they had actually seen a tornado.

The best rains of the winter fell on drought-dry Northern California and more than three feet of snow piled up in the High Sierra. About two inches of ran fell in the San Francisco Bay area and some other coastal areas of Northern California received heavier rainfalls. But the drought-parched central valley measured less. Some mountain areas were belted by up to 40 inches of snow. The rain and snow fell short of end- ing the Western drought and experts said that even if Northern California gets normal precipitation the rest of the season, 1977 will wind up as the driest year in the area's history.

But it was a long-awaited break in the West's dry weather pattern and the National Weather Service said another storm may arrive in California by Friday Scattered showers, accompanied by gusty winds, dotted the Southwest and snow fell at higher elevations. A winter storm warning was in effect for the higher elevations of Northern Arizona and a winter storm watch was posted for the mountains and high valleys of Colorado. Farmers in Franklin County, had another weather problem temperatures too high to make the sap run properly. Unless the mercury dips to freezing by the end of this week, they said, they may produce only 15 to of their normal annual output of maple syrup. Heavy snows were reported in the mountains of Colorado and Utah and some strong winds in the southern Rockies and southwestern Plains.

Snow fell in Northern Idaho. High wind warnings were posted for the Texas Panhandle and Northeast New" Mexico for gusts over 50 mph. A travelers advisory warned of blowing dust. Scattered showers developed from Iowa into Missouri and a few snow showers appeared over Minnesota and Eastern North Dakota and the upper Midwest where storm watches were posted.
