We'll have to wait and see what form those changes will take but one thing is certain: The changes will have to be more substantial than an expensive new set or a meaningless promotional campaign like "Solid Six." Bob Jordan is fond of saying "the next big gimmick in TV news is news," and the November ratings indicate that he's correct For the record, here's how Orlando's TV news outfits fared in the November "sweep" (figures used are for the "metro" portion of the survey, which takes in Orange, Seminole, Osceola, Brevard and Volusia counties): At noon, A.C, Nielsen showed Channel 9 on top with a rating of 10 and a 49 percent share of the audience watching television at that time. Channel 2 had a 4 rating and 19 percent share, Channel 6 a 5 rating and a 22 share. Arbltron's survey placed Channel 9 first with a 10 rating and a 46 share, followed by Channel 2 with a 8 rating and a 23 share and Channel 6 with a 4 rating and a 19 share.

At 6 p.m., Nielsen's data have Channel 9 leading with a rating and a 31 share, closely trailed by Channel 2 with a 16 rating and a 31 share and Channel 6 with a IS rating and a 29 share. Arbltron's estimates varied slightly, giving Channel 6 the edge with a 17 rating and a 31 share, Channel 2 a IS rating and a 29 share. At 11 p.m., Nielsen's survey showed Channel 9 first with a 12 rating and a 35 share, Channel 2 second with an 11 rating and a 31 share and Channel 6 third with a 9 rating and a 25 share. Arbitron had Channel 9 first with an 11 rating and a 36 share, Channel 2 second with a 10 rating and a 29 share and Channel 6 third with a 9 rating and a 27 share. On the network news front, Walter Cronkite is still Orlando's main man.

The "CBS Evening News" ranked first in both the Nielsen and Arbitron surveys, with the Chancellor-Brinkley "NBC Nightly News" second. Though third as usual, ABC's evening news had its strongest Orlando sweep to date, only a couple of ratings points off NBC's pace. That may be attributable to favorable response to the new "World News Tonight" format, but, more likely, it's Just a matter of the big "Eyewitness" audience spilling over into the following half-hour. So far, WFTV-Channe! 9's hallways- haven't rattled with wild spontaneous revelries of the tort usually associated with World Series victories, and nobody has anointed newt director-anchorman Bob Jordan with champagne. But there Is cause for celebration at the station that, like ABC, the network It is affiliated with, waa for io long an also-ran, third in a three way race and a poor third at that According to November audience surveys conducted by the A.C.

Nielsen Co. and Arbitron, Channel 9's "Eyewitness News" is now indisputably No. 1. At noon, the casual edition of "Eyewitness" presided over by Carole Nelson averaged more viewers than the more traditional midday news shows of WESH-Channel 2 and WDBO-Channel 6 combined. At 6 p.m., "Eyewitness" trailed Channel 6's "Newswatch" by a slight margin.

And at 11 p.m., with a boost from ABC's powerful prime-time schedule, "Eyewitness" was the clear-cut leader. Actually, the most surprising thing about Channel 9's emergence as Orlando's top-rated station for news is that it took so long. For at least a year, its newsgathering has been the most thorough and aggressive and its on-air presentation the smoothest of the three stations. The long, slow-but-steady climb began two-and-a-half years ago when Channel 9 hired Bob Jordan away from a Mobile station to be its news director and principal anchorman. In the years preceding, Channel 9's newscasts, though not notably worse than those of its rivals, were plagued with a triple albatross: a second-rate signal, affiliation with then-weak ABC, and relative youth in a sleepy market where old loyalties died slowly.

And it seemed that every time Channel 9 made an attempt to hoist itself out of its rut, something like the tower collapse in June 1973 came along to thwart its plans. By the time Jordan arrived late in the summer of 1976, however, Channel 9 had signal strength on par with its rivals, and the station's pursestrings were loosened to allow Jordan to increase the news budget. Instead of leading "Eyewitness" further down the "happy talk" road, he put the money into new equipment and manpower, hiring some crackerjack reporters, notably Wyatt Andrews. Probably Jordan's smartest move was hiring Carole Nelson, who had come here to host a talk show on independent station WSWB-Channel 33 and eventually lost her Job, thanks to the management debacle that left the station bankrupt. How much direct effect on the fortunes of tho evening editions of "Eyewitness" Nelson's co-anchoring has had is difficult to ascertain, but her noonday show part news, part service not only demolishes the competition, it helpi promote the nighttime newscasts.

(Because Nelson's show Is getting such a huge slice of the ratings pie, at least one rival itation is auditioning anchors for a similar noonday show. Stay tuned for further details.) "Eyewitness News'" best-ever performance notwithstanding, Bob Jordan is far from satisfied. Pleased but not surprised by the newscasts' showing, Jordan said his goal is to average at least a 40 percent share of the audience watching television for each of the three daily newscasts. That's already a reality at noon, and Jor-. dan believes that, because ABC's prime-time lineup Is so potent in the ratings, getting a "40 share" at 11 p.m.

within the next year or two is a possibility. Jordan said the ratings "books" have been "successively and progressively better for us, and we expect the trend to continue. And the last thing we're going to do is rest on our laurels. We're not there yet, but we're going to be the dominant news station in Orlando. And I want more than just ratings; I want to be a force in the community." In pursuit of this goal, Jordan is planning to further beef up his news staff, to get more editions of "Eyewitness Magazine" on the air and, if everything works out, to expand the early evening "Eyewitness" to an hour.

Though not a certainty, expansion is being seriously discussed, Jordan said. Representatives of Frank Ma-gid and Associates, the station's news consultant, will be in town next week to offer advice. With "Eyewitness" clearly on the rise, it's certain Channels 6 and 2, dominant almost by default for so long, will be making Gavin MacLeod, Ted Lange, Fred Grandy, Bernie Kopell and Lauren Tewes (clockwise from center) make up the record-setting crew of 'The Love Boat.
