Urge Transfer of Patrolmen to Valley Duty Transfer of additional pa trolmen to the West Valley police division a been urged by Tom Sbepard, Third District City Council candidate, if current negotiations to consolidate the city and county jail systems are successful. Local Delinquency Slight "Merger of the two systems will release 238 policemen now serving as jailers," Sheparcl said. "They will be available enforcement duty and at least several of them should be assigned to the booming West Valley. "Additional officers would be particularly effective in coping with the juvenile delinquency problem. "Sgt.

Robert Burke, of the West Valley juvenile division, has reported patrol of the division by juvenile officers is spread thin by the very size of the area." Shepard said the number of delinquents in the Valley is comparatively a about of West Valley's 90,000 juvenile population, and that authorities contend what is needed is preventive action, not arrests. "Like a foot patrolman, the sight of patrol cars at trouble spots in night hours would serve as a deterrent to delinquency," said Shepard. 'Police are more interested in preventing juveniles from chief getting into trouble than in arresting them for minor offenses while they still are in their early teens." Favors Foot Patrolmen Shepard also said he would favor, if the personnel can be spared, assignment of foot patrolmen for the busines districts in such communities as Canoga Park and Reseda. ACCIDENT COST Cost of all accidents in the U.S. in a single year -would build about 300,000 first class school rooms which would house 9,000,000 pupils.
