It will be available in South Florida on WLTV-Channel 23 weekdays from 7 to II a.m. The program will originate from SIN's facilities near Little Havana.

Lucy Pereda, who has worked as a reporter and anchor for channels 23 and WSCV-51, will co-anchor the program with Jorge Ramos, a veteran of Spanish-language talk shows in Los Angeles. Francisco Suarez, who produced "A.M. South Florida" for Channel 4, has left WTVJ to produce the program, which will be seen on SIN's network of 334 stations and cable outlets nationwide, as well as on outlets throughout Central and South America, according to SIN news director Gus Gudoy, who has been heavily involved in the creation of the program. "This is something that has been needed on SIN for a long time. Latins are very news oriented, and we did not have a national morning news show to serve them," said Gudoy, a former news director at Channel 23.

"Mundo Latino" is the second generation to a half-hour program of the same name that originated in Los Angeles. It will resemble the major network wakeup programs In every way but the language spoken. Each hour will begin with a sweep of national and international news, followed by a national weather update and sports. There will be no local inserts, according to Gudoy. Once the important business is taken care of, the show will segue into a magazine format of gab sessions with authors, celebrities and experts in fields such as travel, medicine and cooking.

Gudoy said it's possible that many of the guests who make the rounds of the English-language morning programs will add "Mundo Latino" to their agendas. There will be daily segments from New York, Los Angeles. Washington and Mexico City. The Los Angeles host will be former Miami newsman Jesse Losada. Roughly half the program will originate from Miami, Gudoy said, but this won't be reflected in the content.

The geography of the home base will be no more important to "Mundo Latino" than the location of Dan Rather's desk does to "The CBS Evening News," he added. Miami was chosen as the point of origin because the SIN News headquarters are here. Gudoy said "Mundo Latino" isn't an experiment. "SIN has a permanent commitment to it." Brandon Stoddard ABC WILL BE the "Amerikan" Broadcasting Network after all. It was confirmed yesterday that "Amerika," a fable about life in a United States under Russian occupation, will be produced as a 12-hour miniseries for next season.

"Amerika" has been a pet project of new ABC entertainment chief Brandon Stoddard since practically the day after "The Day After." But after reiterating his enthusiasm for "Amerika" at a Los Angeles press conference earlier this month, Stoddard said the production was in jeopardy because of budget considerations. This excuse was transparent. A month earlier, ABC had approved "War and Remembrance," a 30-hour sequel to "The Winds of War." Because of the thousands of period costumes and uniforms and extensive battlefield special effects required, "War and Remembrance" could wind up costing $60 million to $70 million. "Amerika" is set in contemporary times, so wardrobe costs should be reasonable, and a small town in Nebraska has been selected as the site, eliminating the need for extraordinary construction. Since the story unfolds in peaceful times 10 years after Russia has vanquished the United States, special effects will be minimal.

After offering the budgetary explanation, Stoddard let what apparently was the real problem out of the bag the Soviet government had objected to the concept and had hinted that its production could cause problems for ABC News in Russia. This caused an uproar that condensed into: "Are we going to let those Communists tell us what can and can't go on TV?" A commentary that was oft repeated went: "ABC won't let the U.S. government dictate programming, but it's letting the Russians do it." Whatever reservations network brass had one story had the right-leaning Cap Cities hierarchy upset about the depiction of a conquered United States ABC had no choice but to go ahead with production. Similar content controversy made "The Day After" ABC's most-watched TV-movie ever. It's as if the only way ABC can do anything right these days is by doing something wrong.
