The area's first experiment with a pay-per-view movie last Saturday night attracted less than half the audience of previously offered championship boxing matches, even though the film was available fork roughly half the price of the fights. About 30 per cent of ON-TV's 44.500 customers in South Florida agreed to pay $8 for the first TV showing of "Star Wars," according; to the subscription service's general manager Paul Rishell. Dave Ryder, WINZ's news and program director, said the campaign came about because of "some of the things we heard from listeners, and the (WINZ) editorial board constantly agonizing over rate hikes, the way these rate hikes are achieved and the fact that there doesn't appear to be that substantial a challenge to them. "We thought that we'd be able to perhaps foist some influence on the PSC in their decision-making.

We would like the PSC to allow and its stockholders to enjoy the privilege of tightening their belts as we consumers have had to do." The effectiveness of such campaigns is debatable, since the PSC is appointed rather than elected, and thus does not answer directly to the public. However, WNWS conducted a similar drive last year against Southern Bell's attempt to introduce local measured telephone service i.e., a consumer pays for each call rather than a flat monthly rate and the PSC, which had been expected to approve the proposal, wound up saying 'no' to Ma Bell. Ryder said the response from listeners has been "staggering." WINZ has been accepting requests for petitions, each containing spaces for 24 signatures, from 8 a.m. to 9 p.m., seven days a week, and "the phones have not stopped ringing." Thus far, 17,000 petitions have been distributed, and according to Ryder, a large number have been completed and returned. Irate consumers haven't been the only ones to respond.
