However, a senior editor of'the Canadian financial yearbook that contains the listing, said it would be "highly unusual" for his publication to have erred for 14 years in a row. Gives Support The commentary was the latest in two days of charges and denials over the Mayor's financial interests in Talent Oil and Gas an oil exploration firm headquartered in Edmonton, Alberta. The company president, S. Donald Moore, said in a telephone interview that Bradley Says Nixon Cuts to Cost LA.

$146 Million Los Angeles City Coun- oUman Tom Bradley yesterday hit out at President Nixon's cutbacks in domestic spending, con- i. i ng Los Angeles stands to lose at least 1 4 6,000,000 in federal funding and more than 11,000 jobs. Bradley, a candidate for mayor in the coining municipal primary, lined up congressional erats who are assailing the President's plans to impound funds for programs authorized by Congress. Sees More Poverty Bradley released a staff study showing the local impact would range across a 'broad section of programs from education to water pollution to health centers. The proposed cutbacks, lie said, would "promote a spiraling effect on poverty in every major city in this nation." Bradley is first vice president of the National League of Cities and he railed for elected officials from all U.S.

urban centers to launch what he called "a national effort to pressure Congress and the President into restoring the funds." Concurrently with releasing the study on the impact on Los, Angeles, Bradley spoke about the cutbacks at a workshop session sponsored by the National League of Cities. "I think it's outrageous to spend millions of dollars on foreign aid while cutting back funds for the school milk program in Los Angeles," he said. Bradley said that as vice president of the cities group he plans to. seek a meeting with President Nixon's chief domestic adviser, John Ehrlichman, and other administration officials to plea for restoration of funding for domestic social programs. Sides With Democrats During the current fund impound controversy in Washington, the administration has contended.it is merely "cutting the fat" oin bureaucratic programs which don't work.

Bradley, as have most other Democrats, didn't see it that way. Among other things, he said some 00 senior citizen housing units and some lOOO.low- and moderate-income housing units Id -Ije immediately wiped out in Los Angeles. a con. sequences, according to Bradley's study, would be a $17.000,000 cutback in the Emergency Employment Program for returning veterans and hardcore unemployed, which uld eliminate 10.000 jobs, and a $35.500.000 cutback in anti-poverty funding which would eliminate another 1100 iobs. the whole thing was "nonsense" and supported the Mayor's explanation that he stepped down as a director 15 years ago and owns only a small amount of stock worth a $3500.

The issue was raised Tuesday by former police chief Tom Reddin, one of Yorty's rivals in the April municipal primary, who said the Canadian oil industry yearbook published by the Financial Post of Canada lists Yorty as a Talent director for every year from 1959 through 1972. Error "Conceivable" Moore, who is the former husband of Yorty's executive secretary, Dorothy Moore, said it simple was a case of failing to update a routine financial listing. "It was a complete 1 he said. Larry Dack, senior editor for the publication, said in another telephone interview that such an error "is conceivable but it would be very unusual." Moore said a questionnaire for the Financial Post yearbook is routinely filled out by clerical workers at Talent and it simply was a case of failing to update some old information. Yorty had served as rector in 1958 when Moore formed the company.

whom he described as a friend. Moore said Yorty had never attended a directors meeting and "I have spent no more than 40 minutes talking to him over the past 13 years." "It's a sad commentary on the political state of affairs in the United States and in Los Angeles in particular to stoop to this nonsense, whoever this fellow Reddin is." A a bout Mrs. Moore's ownership of between and of outstanding stock, Moore said it wasn't unusual for a divorced wife to have stock in a company headed by her former husband. "If 1 had been in the tie business, she would have had an inventory of ties. If 1 were in the house- a i nting business, she would have an inventory of paint," he said.

Dack, interviewed by a reporter, described Talent as -'rather inactive" itself, but said it owns about of the outstanding stock of another oil exploration firm, Phoenix Canada Oil Co. Ltd. The holding, Dack said, probably gives Talent controlling interest in Phoenix, which is engaged in far-flung exploratory operations in many parts western hemisphere. Dack was asked how the information for the annual Financial Post listings is fathered. He said for "certain companies that are rather i active" questionnaires are sent out asking the president or other appropriate officials to update the prior year's listing.

Dack said he recalled receiving "at least one questionnaire from Talent that made "one change." but made no change in the listing of W. Yorty. Los Angeles" a member of the board of directors. Mayor Sam Yorty has charged his opponents are unsuccessfully "thrashing' around trying to find an issue" to use against him in the campaign for the Los Angeles mayor's office. In comments made before the civic affairs committee of the Los Angeles Junior Chamber of Commerce, the Mayor predicted his competition will fail to come up with any concrete issues.

"They can't find one, because this city is well run," Yorty said. "People from other cities come to me all the time' and say, 'I wish I had the kind of government that you have here in Los Calling Los Angeles a ofessionally governed city, Yorty noted that he en mayor long enough to choose most of the top-level city management personnel. "The detention center, which will house a total of 6000 inmates, is virtually a self-contained community," said Sheriff Pitch- ess. "We have tried to avoid the criticism voiced about most' other detention facilities, the lack of adequate space, by providing large, well-planned rooms and a wider variety of internal facilities." Features Described The jail is considered a facility, since inmates reside there only while awaiting arraignment, trial or sentencing. The addition itself is designed to accommodate 2038 inmates.
