Edward F. Kenehan, chief of the FCC broadcast bureau, labeled the report of FCC Examiner Basil Cooper as based "on a substantial degree of erroneous findings and conclu sions." Cooper earlier recommended that the channel be awarded to WORZ on grounds that it had more local ownership.

Oral arguments in the case are expected to be heard before the seven-member commission in December. Channel six, over which WDBO-TV is now operating, and channel nine are the only VHF television outlets available to Orlando. WABR has been awarded a UHF permit on channel 18 here. P.P.S.
