Genre Open 'Radio 1990 Dragnet I successful in areas not wired for cable-TV because its signal is transmitted through the airwaves the same as a normal TV station. However. ON-TV's signal is scrambled and can be decoded only in homes equipped with the proper equipment. The downside Is that it offers only one additional channel, as compared to numerous extra viewing options on cable. TV.

As cable penetration spreads, the appeal of subscription-TV wanes, since it costs roughly the same as basic cable-TV supplemented by one premium movie' channel. ON-TV charges $20.45 for a package of essentially the same movies available on HBO and other premium cable channels. For an extra $6.95, softcore adult films, which play after 11 p.m., are available. Basic cable service averages in the area of $IO to $15. Premium movie channels generally run another $10 to $15.

Another disadvantage for ON-TV is that all the major premium cable channels program 24 hours a day. ON-TV offers service only from 4:30 p.m. to about midnight, when the adult films take over for a couple of hours. WKID offers a mix of programs, Including financial news and a report on the local horse racing scene, when it isn't being used by ON-TV. Among Blair's broadcast proper.

ties is WKAQ-Channel 2 in San Juan, Puerto Rico, where it has spent quite a bit of money building a showpiece production center. Hence the speculation that WKID would become a Spanish-language station, although Blair's holdings include English-language stations. "San Juan is now a tremendous generator of programming," said Herb Levin, general manager of WSUA-radio. 'They can send that right up here on satellite." George Hyde, general manager of WQBA, explained that one of the reasons there hasn't been expansion in Spanish language television in the United States is that SIN, the Spanish International Network, is the only major source of programming and it affiliates with one station within a market. "One of the problems in attempt.

Ing to compete with Channel 23 is getting programs. Blair has spent a ton on their production facility in San Juan." WSUA's Levin suggested that programming coming out of Puerto Rico would find a receptive audience among Miami's Cuban viewers who tune to the Mexico-based SIN fare. "There's more commonality between Puerto Rico and Miami than Miami and Mexico. Puerto Rico and Cuba are neighboring islands, and their accents are closer." Joaquin Blaya, general manager of WLTV, couldn't be reached for comment on the possibility of a competitor's entering the market. Even if a sale of WKID to Blair were to be formalized today, there's little chance that a format change could occur before late fall.

The Federal Communications Commission must approve all such transactions, and that process usually.takes three to four months. eas not wired for se its signal is lugh the airwaves ormal TV station. signal Is an be decoded on-pipped with the at. II South Florida appears on the verge of losing its only subscriptiOn-TV service and gaining its second Spanish-language television station.

Officials of -11 ON-TV have confirmed that they (( 're in- re volved in gotiations to sell WKID- A ci 4,,,, Channel 51, i i the UHF sta- I tion whose Jicha signal is used to transmit ON-TV. In all likelihood, such a sale would mean the end of subscription-TV in South Florida. Reports within the local broadcasting community are that the prospective buyer is Blair Television. a company whose interests include television and radio stations of its own and the representation of outside stations. Speculation is that Blair will convert ON-TV into the market's second Spanish-language TV station.

WLTV-Channel 23 has had a monopoly in the field. Ira Ritter, chairman of the board of ON-TV, declined to comment on the sale and its ramifications. According to the person who answered his phone in California, "Mr. Ritter does not talk to the press." The secretary referred inquiries to Robert Hartney. vicf president of corporate relations for Oak Communications, parent company of ON-TV.

Asked if WKID had been sold, Hartney replied, "We cannot confirm that. That is part of our negotiations. We have talked with several parties about a sale), but nothing is settled. We have said publicly that we are continually reviewing our three STV companies." Oak also owns subscription-TV outlets in Los Angeles and Chicago. Hartney said the subscription-TV branch of Oak Communciations, which also manufactures cable-TV hardware such as channel-selector boxes, isn't operating in.

the black. "It's a fact that our STVs are not profitable and haven't been for some time. We are watching to see the viability of SW, whether we want to stay in It and what our options are if we don't." Within the past year, Oak has terminated subscription-TV operations in Dallas and Phoenix. South Florida, with its approximately 30,000 subscribers, is the smallest of Oak's remaining STV outlets. Reached in New York, Joe Rosenburg, a spokesman lor Blair Television, also said he could neither confirm nor deny a sale.

"At this time, we have no announcement. I really can't say anything else." Jim Septer, vice president and general manager of South Florida ON-TV, reiterated Hartney's pessimistic financial outlook for ON-TV, blaming the growing penetration of cable-TV. "It's hard to compete with ao channels when you're offering only one, and the situation is not going to get any better." Subscription-TV. is usually most Etrani1na Ai 10.0 5:35 p.m. 6:35 p.m.
