Like the proposal which fell seven votes short of a two-thirds majority last week, the new amendment by the Illinois Senator would reject the Supreme Court ruling that both houses of state legislatures be apportioned according to population only.

The 22-year-old chess wizard sent a cable to Premier Castro saying he was withdrawing from the Capablan-ca International Tournament in Havana unless the Premier disavows a statement attributed to him. It had been reported that the premier regarded the United States refusal to allow Fischer to go to Havana as "a propagandistic victory for Cuba." Fischer cabled his withdrawal after it had appeared certain he would participate in the tournament by telephone, teletype or cable. The tournament begins on Aug. 25.

Fischer's lawyer, Andrew P. Davis, said his client was astonished to learn that Premier Castro was using the situation for anti American propaganda. Under the proposal, one house could have seats allocated "on the basis of population, geography and political subdivisions (such as counties) in order to insure effective representation in the state's legislature of the various groups and interests making up the electorate." Changes over the earlier proposal include a provision requiring reapportionment of legislatures every 10 years on the basis of a census, and inclusion of the phrase "to insure effective representation." Like the earlier plan, the revised amendment requires that no reapportionment proposal can become law until approved by a majority, of the voters casting ballots in a statewide election. It also says the plan must first be approved by both legislative branches, including one apportioned according to population.
