The FCC ordered a transfer of Channel 10 from WPST to WLBW in July of 1960. The decision was based on grounds that Public Service Television (PST) had exerted improper influence on the FCC when the channel was originally granted.

For 14 months the order has been stayed while George T. Baker, president of WPST and of National Airlines, fought the transfer order through the courts. Baker lost the fight Monday when the U. S. Supreme Court refused to review the case.

The FCC within the next few days is expected to set a date of transfer, which is likely to be Nov. 1 or before.
