It is, however, just the most recent evi Woods dence of poor planning at the station.

Fariss has been anchoring the Channel 7 news for the better part of a couple of decades. He is the only anchor ever to go head-to-head against WTV.I's long-dominant Ralph Renick and even come close to winning the competition. But faced with steadily declining ratings, particularly among those much-desired 18- to 49-year-olds beloved by advertisers, WCKT clearly needed to make some changes. Dave Choate, once second in command in the station's news department, had been brought back from the local NBC bureau nearly a year ago to replace the tough-minded Gene Strul as news director. And to him fell the assignment of getting WCKT's news hack on track and out of its ratings slide.

Ile's had the aid of a news consulting firm, McHugh-Hoffman, to do that. But what began in optimism at Channel 7 last summer has deteriorated into confusion and bad morale. Reporters and others in the news department have repeatedly made calls to The Miami News to talk about growing discontent. The first major blow to staff morale seems to have been the dismissal of Fariss' then-co-anchor, Connie Hicks, a warm, attractive journalist who has gone on to find a very satisfactory on-air niche at Channel 10. Hicks' dismissal also marked the first evidence of, if not chaos, then certainly incredibly inept planning.

The station had no replacement in mind. Carmel Cafiero was plugged into the slot and left there for months, before Steve Rondinaro was finally brought in from the Broward bureau a few weeks back. The decision to dump Hicks was also made so hastily that TV Guide ads promoting her continued to run after her departure. Since it takes only a couple of weeks to pull those ads, it seems incredible that no one at the station was even considering not renewing Hicks' contract a mere two weeks earlier. And if the move was under consideration, it seems stranger still that they didn't pull the ads just in case.

But that bit of poor planning was nothing compared to the way in which Wayne Fariss was summarily dumped from the newscast in the middle of last week while his promotions remained on the air. His future role remains under discussion, according to the curt station announcement, which finally came two days after reports of his dismissal were published. A man who has given as many years of service to WCKT as Fariss has deserves better. And certainly if the station expects to keep him on the air in any capacity, the change should have been handled with public grace, rather than days of secrecy and speculation. Even now, days after the fact, it is impossible to get station officials to return calls to discuss what's going on.

Word of who WCKT doesn't want Hicks and now Fariss has become public knowledge long before word of who they do. And meted out that way, the dribs and drabs of information tend to take on negative, rather than positive overtones. That's just plain bad public relations. It's also indicative that Channel 7's biggest news problems are behind the scenes, rather than on the air. Today II Ch.

Christina quickly strikes up a questionably friendly relationship with young Dick, the stable groom. She is not especially pleased, however, to discover that Dicks saucy sister seems to be enjoying a certain closeness with the arrogant David. Will Christina, the poor orphan girl, find love and happiness with David, William or Dick? Will Uncle Russell stop drinking and growling long enough to perceive the true vvorth of his spirited niece? While setting up the answers, "Ham-bards" is packed with enough one-dimensional types to make this country's "Dallas" envious. David is the budding IR. Ewing.

And William is the quintessentially nice brother. There is even a estate "radical" who talks knowingly about "the starving millions." If nothing else, "Flambards" has the courage of its unflagging superficiality. The cast, headed by Christine McKenna as Christina, goes through its paces nicely. And all those shots of horses and vintage planes are very attractive indeed. i NEW YORK "Flambards." a 12-part Yorkshire television series based on stories by Kathleen Peyton, gets under way on PBS Tuesday (9 p.m., Channel 2).

Chief among this British production's virtues is the vivid illustration that American television holds no monopoly on silly soap operas. Beginning in 1910, when "things are changing," the story has Chris. tina, 16 years old and orphaned, arriving at Flambards, the decaying estate overseen by her loutish Uncle Russell. It is expected that when she comes into her inheritance in five years, she will marry Russell's even more loutish son, David. Iler money will then be used to restore Flam bards.

Meanwhile, there is the younger son, William, a gentle sort who spends most of his time tinkering with model airplanes. lie is openly contemptuous of his father and brother's "medieval" preoccupations with horses and boozing.
