The move at WCKT comes on the heels of revelations last week of problems between management and staff at WTVJ, where news director Ralph Renick has been trying to force his reporters into signing agreements not to work for competing broadcast operations within -100 miles of Miami for six months after termination of the reporters' employment at Channel 4. This week at WCKT, 27 employes, Including cameramen and reporters, participated in, the vote to Join the National Association of Broadcast Engineers and Technicians (NABET), despite what some pro-union spokesmen consider to be station harassment of supporter's. was 18-9 (only one eligible person did not vote) and marked the fourth time a broadcast union has won approval at the station. After each past approval, however, contract negotiations broke down and the union subsequently was voted out, says news director. Gene Strul. What makes this latest vote unique is the inclusion of reporters. "We weren't going to restrict the use of equipment to any specific small group of employes," Strul explained.

In the already-unionized engineering department, "you can't touch a button even if the guy working has fallen on the floor. We didn't want that to happen here." WCKT allows many of its reporters to work dual roles as on-camera newsmen and as camerapeople on their own stories, when necessary. They also handle some of the post-filming editing. Exclusion from the union would have ended that flexibility, Strul said. But union backers think management's insistence on adding the reporters to the unit was an attempt to dilute their vote and try to block formation of the organization.

"They (management officials) were totally confident it would not pass," one spokesman said. "But the plan backfired." Though Strul concedes that some of the reporters must have voted for the union, he think no specific Issues were involved for them. If the WCKT bargaining unit goes on to negotiate successfully this time around, observers at Channel 4 should be keeping a watchful eye on the proceedings.
