New, Natural Directors Against Any Transfer WASHINGTON (AP) The board of directors of the Washington baseball club voted Wednesday against shifting the team to Minneapolis or anywhere else. Only two days ago Senators' President Calvin Griffith had talked with his fellow American League club owners about making a move. Wednesday, he announced that the board has now adopted a resolution, saying none of its officers or directors "shall hereafter en gage in any negotiations or discuss any offers, either oral or written, regarding a transfer," The Griffith statement was dis tributed by Earl J.

Hilligan, head of the American League Service Bureau. Griffith's fellow club owners had already made it plain they were against any move out of Washington at this time. Some considered the timing was bad, with Con gress now considering legislation affecting baseball. They also point ed to the prestige angles of having a club in the nation's capital; the Senators have been here 58 years, The legislation under study would put baseball under the anti trust laws for the first time but also spell out for it, along with other pro sports, broad exemptions. The disclosure that Griffith was exploring the possibility of a move had stirred up lawmakers who want to keep the team in Washington and suggested the proposed exemptions might be tightened.

Baseball owners have sought as much freedom to operate as Con gress will give them. Griffith recalled that last Oct- ber the ball club's directors voted against transferring the franchise to another city which "was very anxious to obtain it and had made an attractive offer from a busi ness standpoint." Griffith did not identify the city, but presumably it was Minneapo lis, which during that period had guaranteed the Senators a modern stadium and a million paid ad missions for three straight years. Since that turndown, Griffith said, the club considered no fran chise matters until June IT. Then, he said, the board authorized him to sound out other clubs about a shift. He said if other owners thought it advisable, he would have asked his own directors to consider new proposals made earlier this year by the same unnamed city.
