Kennedy said today in Washington he will "cooperate in any way" possible in the inquest sought by a Massachusetts district attorney into the drowning of a young secretary in his July IS automobile accident. Dist. Atty. Edmund Dinis applied for the inquest in New Bedford, Mass. Dinis said yesterday he had sent the application to Chief Justice G.

Joseph Tau-ro of the state Superior, Court. Declaring that the first he heard about it was from the press, Justice Tauro described the timing of the announcement as "bad judgment at the very least" and said: "I can't comment on it until I receive it. I'll have plenty of comment at the right time." Dinis is district attorney for the Southern District, which includes the Martha's Vineyard area where the drowning occurred July 18. Until now, he had stayed clear of the investigation, which led to a charge against Kennedy of leaving the scene of the accident, fatal to Miss Mary Jo Kopechne, 28. Like the senator, Dinis is a Democrat.

But he is not regarded as a member of the party's dominant Kennedy wing. He ran unsuccessfully for Congress last year. Miss Kopechne was trapped in Kennedy's car when it plunged off a narrow bridge Funeral services Sat. 1 P.M. at LITH GOW CAROL CITY CHAPEL.

The specific bill rejected had been rewritten to eliminate the ban but set auto exhaust standards so high that automakers claimed they could never meet them. A law enacted last year gives California the strongest anti-smog law of any state. The rejected bill would have strengthened it even further by cutting allowable emissions of some smog-producing agents to half of the level which will be allowed for 1974 model cars.
