Some months ago, following board approval of five-year plan for use of Channel 2 and other educational television facilities, CTF asked for evidence that the board planned to live up to an agreement to turn Channel 2 over to CTF in the near future.

The board refused, indicating it could not give up the rights to the VHP channel until its other facilities, including Channel 17, were fully operational and available to a majority of students. Although both sides in the battle appeared determined to stand firm on their positions, negotiations continued and the joint license renewal applications were filed with the Federal Communications Commis peal for public support in his battle with the state legislature over his veto of funds for school aid, told a news conference: "Any dog food manufacturer can tome on the air with a television commercial. 1 happen to think that the possibility of a tax increase i.s more important than dog food." Walker sent a telegram to the FCC asking it to compel the net- works to broadcast his commercials and to determine if there has been concerted action by TV executives to block his bid for air time. Walker said that if the General Assembly overrides his school aid vetoes "it will force a tax increase it'sthat simple." Walker said the stations left the public with the impression his vetoes represented a cut in the school aid budget compared with last year. Actually, he said, ht's action keeps the funding level $100 million abov the previousyear's figure.

Walker said most stations across the state accepted his commercials except the big ones in Chicago which rejected paid spot ads that were prepared to muster support for sustaining his vetoes. The governor asked for five minutes each on Monday, Tuesday and Wednesday nights. An attempt to override the school aid vetoes will be made in a legislative session. In rejecting the ads, TV executives cited policies of not accepting paid spots on controversial issues and the fact that the issue is before Ihe legislature and not before the voters in a referendum. $539 Quart Rets!
