For example the State's billion-dollar plus budget for the coming fiscal year will be put together in the house appropriations committee chaired by Miamian Marshall Harris. Here are the men and women of Dade county who will convene here April 6 at 9 a.m. to take care of routine business and at noon listen to Gov. Reubin Askew outline his program which for the following 60 days will be at issue.

Although final votes on bills are taken In the Senate and House chambers, but It Is in the committee rooms that details are worked out. Dade County lawmakers are Important In the shaping process. They serve on 15 of the 16 Senate committees, and on 19 of the 20 House committees. Perhaps more important to Dade Countians however is the fact that five of their representatives are chairmen of House committees and four of their senators lead Senate panels. trolled House.

There are 119 state represem tatives, only 37 of them Republican. Nine senators, Democrats all, in a chamber that abounds with Democrats. There are 48 state senators, 32 of them Democrats. The chairmanship of five of the 20 House committees and four of the 16 Senate committees. In addition, Dade legislators are vice chairmen of six committees in the House and four in the senate.

Others are chaimen or vicechairmen of subcommittees. The Dade delegation to the Legislature doesn't have to carry a big stick to be recognized it is one. The Dade lineup is Impressive and pow. erful, particularly for the urbain needs of the state.
