Commissioner J.L. Plummer Said he was dise pleased with a clause that the university, while' agreeing to pay 10 per cent of gross admission receipts, would automatically receive a lower fee if any other major user received a lower fee. In addition, displeased with clauses that the city.yould be obligated to pay the university $25,000 a year to promote 'athletic events and that the city be required to cover up any ground-level electronic scoreboard if requested by television networks broadcasting university games.

Plummer said there are indications that some of the $25.000 in promotional money the city has given the university in the past has gone toward paying for a synthetic surface on the school's baseball field. Miami is considering the possibility of having an electronic scoreboard installed at the Orange Bowl at no cost to the city. The firm putting it in would offer to sell advertisements. with some revenues going to the city. The city commission had given no directions that these conditions should be In the contract, Mayor Maurice Ferre said.

tor. By BILL GJEBRE Miami News Reporter After considering the budget cuts city Manager Joseph Grassie urged last month, it came as no surprise when city commissioners pulled out the knife and lopped off almost $3 million from the city's operating budget. In early November, Grassi asked all depart-, ments to trim their budgets by 4.5 per cent. Grassle indicated at the time that the -cuts would provide about $2.6 million for cost-of-living raises and make for reduced spending and operating efficiency. Yesterday the commissioners voted unanimously to accept 4.5 per cent in budget cuts.

The cuts will include layoffs of more than 100 employes and will leave more than 100 Vacant Jobs unfilled. Grassie also told the commissioners he was anticipating another budget cut of more than $500,000 during the current fiscal year, making more layoffs by the city imminent. In a new unrelated development, commissioners rejected a 10-year' agreement with the University of Miami for use of the Orange Bowl Law reduces pensions Law reduces pensions, By After consideril The exchanging of Christmas gifts for Cubans, traditionally held on Jan. 6, the day the three Magi took their gifts to the infant Jesus in Bethlehem, 11 will be marked once more with a huge parade down SW 8th Street.
