The river beiasc at a very low stage a few avs of the present weather, with the gorging already accomplished, will make in many places a solid mass of ice from the bottom of the river upward to the surface.

This means an ice locked river till spring from Cairo upward, and then at the breaking up a general destruction of boats in exposed positions. Tbe only boat thus far reported as having been de- troyed by the blockade is the DeSmet. Quite a number of boats are in exposed positions some where they are almost certain to be cut down when the break- comes. My visit being made during tbe months of November and December, I was nn able to make a personal examination of either the condition or fertility of the lands daring their productive season. My object was mainly to vick np general ira presslons from the condition and appear ance of the inhabitants, and I therefore sooKht my information from fanners, mer chants, speculators and visitors like my self. Before going north I made a trip to the southern part of Minnesota, to what is called the Garden of the State, for the purpose of better being able to compare It with tbe wheat fields of the North. The comparison stood in favor of the North about as follows Neame ta rsartrf tbout the same. Yield tut wrt about 20 per cent, more, Quality worth 10 to 15 cents more.

1 passed along the entiro lice of the Northern Pacific R. between Brainerd and Bismarck, consuming fourteen days ia the trip, and the re alt convinced me that the "Valley ot the Red River" is the most productive land of all I passed over. The land, in appearance, Is as Sat and level as tbe sea. The soil Is a rich black loam from 20 to S3 Inches in depth, formed from a precipitate tipon what was originally the bed of a vast like. It is so free from foreign matter tbat a broken plow-farrow is almost unknown through out the whole valley.

Beneath this soil is a porous clay soil of four to five feet in depth, which absorbs Water as fast as it falls. This is supported by a deep, compact clay soil, through which water will not pass. The result is that tbe almost perfect level character of land enables each foot of toil, after receiving its own proportion of rain, to absorb it when it falls. The depth of the subsoil is suffi cient to receivo and bold excessive rain falls without injury to vegetation, and its retentive character affords a moisture to tbe surface when drouth destroys the pro ducts of other regions. Wheat is the principal cereal raised, al though the climate is well adapted to the growth of all grains, except corn.

The quality of wheat produced in Red River Valley makes a still better showing. Of the wheat marketed at Chicago dunog the year, the proportion welch grades No. will seldom be 5 per cent.

This list season it was only three-tenths of one per cent. The receipts at Duluth, the princi pal market for northern Minnesota and Dakota, showed last season 59 per cent, of No. 1 wheat. The preceding season showed 85 per cent. But a still letter idea may be formed of the quality coming exclusively from Red River Valley, in the fact tbat tbe total product of wheat from the Cass and Cheney farms, consisting this last season of 112,000, bushels, all eraded No.

1. Nearness to market is the next point of importance. Reference to the map shows Duluth to be jnst as near commercial centres, by way of the Great Lakes, as Chi cago is, and therefore as zoed a marKf i. In the aoove report I have shown the advantages this country has in the three Important elements necessary to profitable wheat raising, viz Quantity, quality and market. My statements are conscientious and free from exaggeration. The question Is frequently asked Can these land be made to produce richly year after year without rotatioa of and without rest The reply is ye, and a reference to lands of tbe same character in the British Possessions shows that for 67 consecutive years tbe same land has produced wheat the quantity and quality I have given above, and is to-day as rich as when nrst broken.

One's first impulse would be to imme diately invest In wheat raising in this valley, bet maturer thought will lead to tbe opinion that in a few years this entire region villi be under wheat cultivation, snd the markets of the country will be overstocked. This appears to be highly proo-able, and tbe result will be, of course, a contraction in production. But this contraction certainly will riot take place in the Red River Valley. It must oe done the less productive lands cf other States. Wheat must be raised, and there probably no country in the world where cultivation is more profitable than in tbe Valley of the Red River of the North.

Lands are now Belling for $2 50 to tlO per acre, according to location, and there appears every reason for there being a rapid advance on these prices. The amount of money necessary for the purchase, good and operation iff well managed farm would be about 20 per acre. By a system of credit at heavy interest oa a long term of years, a much less amount of actual cash would be re quired, but tbe expediency of this method of course open to discussion. 1 give in rough figures a statement ot an average year's business as at present done in this region, and these figures can be substantiated in more minute form. They have infested the Valley of the Bed River of the North, and they surely will again.

The Supreme Court of this State has decided that delay to present a bank check until the failure of tbe bank, ten lays after its receipt, would be negli gence, which would discharge the maker ot the check, if he had funds in the bank until that time to meet the check.

But if the maker hid drawn out his entire ac count in the bank before its failure, he will be held liable for tbe check. The number of teachers in attendance upon the meeting of the State Teachers Association at Marsballtown was about two hundred. On Thursdsy, the regular work of tbe session began.

Secretary Piatt, of this city, being absent, Principal L. Rose, of Dayenport, was appointed to that office. The executive committee made a report ana were continued till next spring. A committee consisting of Messrs. Goldthwaite, ot Boone King, of Des Moines, and De Armond, of Daven port, was appointed to revise tbe consti tution and report at the next meeting After the transaction of other business, tbe question of educational drawing in our public schools was taken up, and dis cussed generally.

Various committees were appointed on resolutions, finance, enrollment, school laws and other topics, In the afternoon President Habin delivered his annnal address, which was quite an able effort. He spoke of many of the evils that are creeping into our schools, foremost among which he named infi delity. Professor G. T. Carpenter next read a paper upon the "Reciprocal Relations of the schools and the state and general covernments." On Friday there was also a good attendance.

Papers were read by Professor Payne, on "Education of the people in Eiucatlonal Matters;" by President Magoao, on "Ad justment of Studies to the Schools;" by R. M. Eiyart, on "Wants of the Country Schools;" by Professor Nerton on "Value of Latin and Greek;" by Professor Graham on "Institutes," and by President Pickard on "What the public have a right to expect ot the schools." Officers for the ensuing year were elec ted as follows President, W. J. Shoup, of Dubuque Chairman of the execu tive committee.

Professor King Secretary, Leonard A. Rose, of Daven port. The Davenport teachers wjo were in attendance upon the Association reached home to-day. They report that the meet ing was an unusually successiui and in teresting one. Had the railroads not been troubled by the snow, tbe attendance would have been much larger.

depot last evening that 8. D. Richards the notorious Nebraska murderer, was on the train, there was a general desire to see tbe criminal. He was found in tbe coach next to the dining car, lying down, and ironed hand and toot. He was in chaige of S.

L. Martin, sheriff of Kearney county, and D. Anderson sheriff of Buffalo county, Nebraska, who Watched him with unceasing vigilance. The murderer is not a ill-favored wretch; be is dark-haired, blue-eyed, about 24 years of age, heavily built, and Is about six-feet tall. He was remarkably calm and self-possessed, and spoke of his expected hanging with the utmost un concern.

He talked to the people who crowded about him as freely as though one of them, and alluded to his crimes without a shadow of outward regret. He has confessed to tbe murder of a man he was in camp with, to killing Mis. Hirleson aud three children in Kearney county, Nebraska, and to shooting Peter Anderson, in Kearney county, last month; six murders In less than that many months. There is intense excitement in tbe vicinity where the crimes were com mitted, and tbe disposition is so apparent to lynch Richards that tbe sheriffs will not take him there at present, so they said last evening. Richards tells this story of bis wanderings: I left home three years back, and wandered West tbrot.
