Employment in the Kingsport area is better today than it has been for some time with all of the citys industrial plants operating at capacity A survey of various plants in the city indicates business North Korean battalions halted an advance by the South Korean Capital Division and drove it back five miles the Tenth Corps announced today The Republic of Korea (ROK) 18th Regiment was only 85 air miles from the Soviet frontier Saturday night when the North Koreans attacked in a double enveloping movement The ROK regiment was forced to withdraw to the Myong River For the fourth day the Tenth Corps reported no fighting contact was made with Chinese Communists anywhere along the front But Major General David Barr commander of the 7th Division told newsmen the Chinese apparently still held defenses around the Pujon Reservoir west of the advancing Seventh Marine patrols probed north toward Hagaru on the southern tip of the Chang jim Reservoir Sunday but the main body of troops remained dug in nine and one-half miles below the reservoir Associated Press Correspondent Bern Price reported the Ma-(See KOREA Page 3-A) South Holston Dam Valve To Close Nov 20 Bristol Tenn-Va (JP) A tremendous lake in the mountains will begin to take form November 20 when the valve-gate is dropped at TVAs South Holston Dam near here and the river water starts backing up to a point near Alvarado Va at the confluence of the middle and south forks of the Holston Closing of the valve which is located in a tunnel through which the South Holston River now flows will mark another huge step toward completion of the dam project For the past several months workers at the dam have been gradually transferred to other TVA projects in the area including- the new Boone Dam in Sullivan County Tenn Officials estimate the total cost of South Holston Dam to date at about $30000000 When normal operating level is reached approximately 600000 acre-feet of water will cover the land adjacent to the rivers present stream An acre-foot is calculated as one foot of water over one acre of land Maximum operating level of the lake will be 1729 feet above sea level Propose UN Hear Charge On Formosa Nine-Man Delegation To Argue Is Aggressor In Orient Lake Success (AP) Communist China notified the United Nations Saturday she is sending a nine-man delegation here to argue her charges the United States is an aggressor but rejects a Security Council invitation to discuss Chinese intervention in Korea The Communist Chinese foreign minister Chou En- iai announced the decisions in two separate cables to the UN Secretary-General Trygve Lie The situation in brief is this: The Peiping regime notified Lie a nine-man delegation will depart by air from Peiping Nov 14 in response to a Security Council invitation extended Sept 29 for the Communists to be represented in Council talks on the Peiping charge that sealing off of Nationalist-held Formosa by the Seventh Fleet constitutes aggression against China The Chinese Communists to another communication later to Lie said they rejected a Security Council invitation issued Nov 8 for Peiping to send a delegation here to talk about American Says We Must Hit Enemy First Memphis (IP) An Air Force General told an Armistice Day crowd here he does not believe the policy will let the enemy hit you first when you know that first blow to be disastrous Speaking off the cuff MaJ Gen Gordon Saville Deputy Chief of Staff for Development declared: We must hit them before they hit us But he said he does not advocate preventive war When to at 11:15 a Saturday as a result of shotgun wounds received last Sunday night at the fathers home on Route 3 The father John Barnette 52 was charged first with felonious assault with intent to commit murder but Corporal Ben Bradshaw of the Ten nessee Highway Patrol said Saturday night Barnette would possibly face a charge of murder He has been free under a $2500 appearance bond pending preliminary hearings The elder Barnette allegedly admitted to Bradshaw and Patrolman Shawls that he shot his son with a single-barreled 12-gauge shotgun after the two had quarreled According to the officer Barnette said his son came to his house while he was washing dishes in the kitchen Barnette said he told his son previously to "stay away from my place and never come back He said his son had even broken in at times to gain access to the house and that he disapproved of this officers reported Barnette said when his son came into the kitchen a quarrel started the officer related and during the Pushed New York (JP) Company officials reported telephone service virtually back to normal Saturday but union sources indicated a nation-wide strike of 33000 telephone equipment workers would be pressed with new intensity next week One company official said the combination of Saturday and the Armistice Day holiday helped in the improvement of service There were fewer telephone calls than on a normal weekday and in some areas pickets were withdrawn so workers could draw extra holiday pay Operators not on strike but reluctant to cross picket lines thus were able to go to work Morris accounting system is antiquated and insufficient to meet the needs of sound business practice In a recent audit of Sullivan County finances the accounting firm of Richards and Richards reported records in six of the nine offices audited to be insufficient or poorly kept The end result of this according to Mark Richards a member of the accounting firm is that a department head does not have a running check on expenditures he makes for the various projects in his department To remedy this Richards has recommended to the county court the installation of a Budgetary Control system County Judge Howard Poston said Saturday he would appoint a committee to study Richards system I want to establish a definite plan for budgeting county departments If the budget calls for $5000 to be spent by one department and work is done which costs $10000 the county is liable for it Poston said In such a case he added the money has to be taken out of the ordinary fund so actually the budget 1s not National Guards men arrived home Saturday afternoon for their first leave since they were inducted into service September 1 it was re ported The exact number reaching Kingsport was not known but one guardsman Don Binkley Catawba Street said nine planes left in regular sequences Friday night for upper East Tennessee He said the flight he was on scheduled for Knoxville left the Bedford Mass airport Rogersville Frank Tester-man manager of Planters two warehouses has announced that his warehouses are ready and will start receiving the golden leaf Wednesday Dick Lewis' an official of Growers Warehouses said he was uncertain when his six warehouses would start taking tobacco but probably by November 15 The Burley Sales Committee voted Friday In Lexington Ky to open this seasons sales on November 29 in the eight burley growing states Sales will be conducted four hours daily for the first three days Then starting December 3 sales will be held for three and one-half hours a day until Christmas holidays start after the December 21 sales There will be 61 selling hours before the holidays The sales committee will decide later on what date sales are to be resumed alter the holidays stage Kimbrough air pollution control director says cooperation by Kingsport citizens in the drive for smoke control is vastly improved over last year Some people are not meeting smoke ordinance regulations but cooperation as a whole is much better this year Kimbrough thinks the smoke control program can go either way a success or a failure within the next 30 days It will depend upon the attitude of the citizens he declared "We (the office of the air pollution director and the police) are going to enforce the ordinance to the best of our ability Kimbrough said High volatile coal is being smuggled Into Kingsport but only in small quantities Kimbrough said but the police are checking all reports of illegal coal deliveries Most of the de liveries are found to be alright but police are making it so inconvenient for outside dealers that they are extra cautious before making a run The director said there are only feur sections in Kingsport where high volatile coal is being used
