Feb. 22 The Federal Communications Commission yesterday affirmed its action of last April in assigning channel 6 to Miami, as a fourth commercial VHF facility to serve that area. The commission also dismissed a series of petitions challenging changes in area TV operations. Among the petitions dismissed was one by Miami channel 4, station WTVJ, which contended no need has been established for the fourth VHF assignment. The commission also rejected a contention by UHF channel 17, station WITV, Fort Laudo-dale, that as the only UHF outlet in the area, it was entitled as a matter of right to an immediate shift to channel 6 at Miami.
