Thermonuclear Plasmas Ecology and the energy crisis were reviewed at the annual fall meeting of the Utah Academy of Sciences Arts and Letters at Weber State College Friday An exciting breakthrough in the problem of containing thermonuclear plasmas a step toward obtaining fusion energy was disclosed Issues involving proposed construction of the coal-fueled Kaiparowits power plant in Kane County were debated by engineers and ecology specialists i Another highlight was the awarding to Dr Henry Eyring nationally recognized scientist and humanitarian the Willard Gardner award for significant contribution in the sciences The prize included a $1500 check from the family of the late scientist by his son Willard Gardner associate professor computer sciences at Brigham Young University Dr Eyring author of scientific books was honored specifically for his Structure Theory of and for his extension of his absolute rate theory into the field of biology with application to the aging and cancer Dr Alton Davis of Weber Department of Political Science was moderator of the Kaiparowits panel Other panelists were Dr Glen Nelson professor of economics at Brigham Young University Robert Currie engineer for Southern California Edison electric utility and Sherman Janke doctoral candidate at University of Utah and chairman of Utah Clear an ecological organization In Utah Dr Davis said power consumption is doubling from 1204 megawatts in 1970 to a projected 2319 in 1980 and 4562 in 1990 the same as in the rest of the US contends shale oil development is 20 to 40 years away and nuclear power developed a lot of The Kaiparowits project proposed by a consortium of electric utility companies including Southern California Edison is a thermal electric plant designed to develop resources out of Kane County coal and Colorado River water for power and jobs in Utah Dr Davis said Looking at the socio-economic effects of Kaiparowits Dr Nelson said Kane County now with a population of a few thousand would grow to some 15000 people An additional $33 million in sales tax revenues $5 million in property taxes and $16 million in coal royalties would be realized Dr Nelson Says A discussion of training programs for institutionalized students will be a highlight of a regular meeting of the Ogden Board of Education Monday at 5 pm in school board offices Another featuie will be a report on the status of the educational television station said Dr William superintendent Dr Garner said a bill passed by a recent session of the legislature makes it the responsibility of the district from which a student comes to provide educational opportunities for him Dr Garner said one proposal being considered is that the Ogden District be responsible for the schooling program at district $150000 with the rough excavation work being done by the private contract COSTS DOUBLED He said the costs of hardware and fixtures for the reservoir have doubled He said the district could better invest the money and suggested an alternate plan A larger overflow line could be installed' for $3000 and present pumps used continuously to keep an adequate supply of water in the present reservoir facilities serving the area he said The extra cost of runing the pumps full time would be about $400 to $500 a year but it would be better for the equipment it was indicated The board also indicated it does not want the district city water It rejected a proposal the district build facilities to supply water at the 5 300-foot level of North Salt Lake SAME FAVOR Board members pointed out other communities along the Wasatch Front could then ask for the same consideration The district they indicated should make water available at present district facilities but cities should built facilities they need The board was told the Smith Morehouse Reservoir Dam leaking probably will be repaired next spring The state engineer has reportedly informed reservoir water users the reservoir can not be filled until the dam is repaired I fund The sewer utility fund showed a loss of $3901 BOND FUND The deficits on the two bond funds can be attributed according to Mr Storey to mill levy which has been assigned to each of the funds He said that despite the deficits there is a sufficient balance in each of the funds to eliminate the need to raise the mill levy before the bonds reach maturation The sewer utility fund ac-1 cording to Mr Storey showed a deficit because $10000 from that fund had been transferred to the water works construction fund I The city has total assets of Over the Utah State School decision not to take over the Ogden educational television channel and facilities One contact has been made on a private sale for which the interest appears to be sincere Dr Garner said He said the prospective purchaser is dealing through an agent and his name is not known to school administrators here Dr Garner said he will also report on last distur bance at Ogden High Among other items on the agenda are the appointment of a new auditor for new year a report on the status of the special milk program and a special report on a citizenship program at Central Junior High which has brought interesting success Dr Garner said DAVID MONSON Will Address Teens STATE AUDITOR TO TALK HERE NEXT THURSDAY State Auditor David Monson will address the organizational meeting of the Ogden Area Teenage Republican Club Thursday at 7 pm in the Weber County Library auditorium 2464 Jefferson Mr Monson will speak to the group that includes the newly elected cfficers and their advisors from various high schools in the Ogden Area Mrs Jerome Christensen of the Weber County Republican' Headquarters said the club is designed to stimulate active participation in the American political system She said that Mrs Stanley Clark of Provo a member of the Utah Republican -Committee will be a featured guest at the meeting Mrs Christensen also said that all interested teens in the members to the City Council and decide whether to issue $2 million in bonds to finance an Ogden River Greenbelt program In the other 1C communities voters will be electing a mayor or town board president and two members to either the City Council or Board of Trustees Any legal resident of the state who will be 18 on election day can register to vote There are no longer any time requirements on length of residence in the county or precinct ROY Ogden City has withdrawn its plea to the Tenth Circuit Court of Appeals asking that a decision by US District Court Judge Willis Ritter which halted improvements at Municipal Airport be set aside The announcement was made Friday by Clark Puffer president of the Roy Association and a member of the Roy City Council In making the announcement Mr Puffer said Ogden City has also agreed to litigation and further will not attempt to reinstate the appeal in connection the case effect this has is that the judgment of the court will now stand and office in the Municipal Building in Ogden A county-wide vote is NORTH OGDEN An audit of the budget for the fiscal year which ended in June has shown North Ogden to be in financial Auditor Karl Storey told the City Council that city has made tremendous financial improvement since 1970 when all of its funds were in deficit During the last fiscal year according to the report the only funds to show deficits were the streets bond and interest fund the sewer bond and interest fund and the sewer utility fund Loss in the streets bond and interest fund amounted to $2600 with a $1100 loss recorded in the sewer bond and interest more than $2 million with total liabilities listed as $391112 Saving more than $18000 from its projected budget the city collected its highest revenues from its water utility fee which resulted in $81533 earnings and in its sewer utility fee which earned $72417 The budget of the public safety department was $2268 over its projected amount due 'to the purchase of a police car before the end of the fiscal i year Mr Storey explained that the large surplus of available funds created this year will probably be much lower next year as the city begins to pay for its special improvement districts.
