had been a registered professional engineer of Utah a Spradling said his office has been working on the plan for' about three years-and he expects about four more years of work before it is finished Much of the work so far has involved determining how many extra people can be accommodated in the non-target areas of the state he said Nearly every portion of the state would be expected to take in evacuees but one of the primary non-target or "host" areas is Cache County Spradling says Cache County can expect an influx of up to three times its normal population of about 50000 persons' if the plan ever has to be put in effect Host areas are being encouraged to set up plans for taking care of evacuees Spradling said Many persons could be accommodated in existing fallout shelters he said but churches schools and private individuals might be called upon to provide housing In the event an attack appears imminent Spradling said people in target areas most likely would be notified by radio and television to leave their homes He said his office has a master plan outlining where residents of each area should go The plan is frequently updated Transportation would be arranged for persons without vehicles Spradling said He said preliminary discussions have been held with the Utah Transit Authority to use its buses but no firm agreement has been made Not everyone would leave the target areas Spradling said some police officers firefighters and persons needed to run essential utilities and industries would remain Spradling said the plan is not designed to replace the system of fallout shelters" He said the shelters are being maintained as a way of protecting people should a surprise attack occur "We're looking at as many contingencies as possible" he said By GEORGE TIBBITS Associated Press Writer SALT LAKE CITY (AP) -Work is continuing on an evacuation plan for Utah's Wasatch Front in case of nuclear attack says Don Spradling director of the Utah Office of Emergency Preparedness Spradling said the plan is designed to get people out of expected target areas such as Salt Lake City and nearby communities and into other parts of Utah where an attack is less likely The plan called "crisis relocation" is designed to supplement the existing system of fallout shelters Spradling said the relocation plan would be used when there is "an increased tension period where it would look like an attack was probable" He said officials probably would need at least 48 hours warning time to put the plan in effect Drunk Tank Inmate Dies SALT LAKE CITY the Utahtate medical
