(AP) Dismal cold and snow over much of the nation marked the first day of the nationwide coal strike Tuesday as 160,000 miners began the last weeks before Christmas without salaries or medical insurance. Sadat broke diplomatic relations Monday with Syria, Libya, Algeria, Iraq and Yemen and ordered their envoys out of Egypt within 24 hours. All the countries except Iraq signed a declaration earlier Mon- day at the meeting in Tripoli creating an anti-Sadat "rejection" front and freezing relations with Egypt. Iraq had wanted even tougher measures. As the diplomats streamed out of Cairo, it was announced in Washington that Secretary of State Cyrus R. Vance would add Syria to the agenda for his Mideast trip beginning this weekend.

He also is to visit Egypt, Israel, Jordan, Lebanon and Saudi Arabia. Vance said the trip is to advance the "irreversible process" toward peace that began with Sadat's Nov 19-21 trip to Jerusalem. That dramatic trip and Sadat's subsequent invitation to Israel to a mid-December meeting in Cairo to prepare for a reconvened Geneva conference infuriated Syria and other hardline Arab nations and led to the five-day Tripoli meeting. While in Syria, Vance is expected to try and persuade President Hafez Assad to soften his stand toward Sadat. In Khartoum, Sudan, government souurces said Presi- dent Jaafar el Numairi would send a special envoy to Syria on a similar mission.

UMW President Arnold Miller said the strike would bring "hardships and human tragedy" and said the BCOA was to blame. "It is now obvious that they never wanted an agreement and that they're trying to break this union," Miller said. Miller, who had said he would leave the talks Tuesday for a tour of the coal fields in West Virginia, remained in Washington. Although about half of the na- tion's coal production ceased with the expiration at 12:01 a.m.

THE DANVILLE REGISTER I I In Wake Of Snowstorm Frigid Weather Hits Midwest, Northeast By The Associated Press Sub-freezing temperatures crept into the Midwest and Northeast on Tuesday in the wake of a snowstorm that snarled traffic, forced hundreds of schools to close and claimed the lives of at least a dozen persons in three states. The strong low pressure system that brought the winter storm continued to move to the Northeast, followed by a large mass of cold air from the West.

Temperatures dipped well below zero through portions of the upper Midwest and reached freezing in parts of Texas, Louisiana, Mississippi and Tennessee. The National Weather Service said the cold air mass would extend east during the night, with a freeze warning reaching through northern Florida. Afternoon readings ranged from 14 below zero at Minot Air Force Base in North Dakota to a balmy 76 degrees at Miramar Naval Air Station in California. Snow continued to fall across Ohio, where three deaths were reported, and the entire state was under a travelers advisory in the aftermath of the season's worst storm. A heavy snow warning was in effect for the northeastern cor- ner.

In Indiana, 18 inches of snow was on the ground at Crawfordsville, while Kokomo in the north-central part of the state had 10 inches. Virtually all schools in the central and northern parts of the state were closed. In New York, where seven persons died in weather-related incidents, residents began digging out after the storm dumped more than a foot of snow on parts of the state. But they had to shovel fast to keep ahead of new flurries- Hundreds of schools were closed across the state, travelers advisories were posted for most of the upstate area and clogged roads made many workers late to their jobs. In northern Kentucky, some schools were closed while classes at others were dismissed early as icy pavements and blowing snow snarled traffic in the state's urban centers.

Falling temperatures froze wet streets during the morning rush hour. Temperatures fell to the teens during the afternoon, headed for lows between zero and 10 above statewide, the weather service said. Overnight snowfalls ranged from one to three inches across the state, and snow showers continued in most areas Tuesday. Mother Dies With Fetus NEW YORK (AP) Rosemarie Maniscalco, a 27-year-old pregnant mother who had been kept alive on a respirator since lapsing into a coma two weeks ago, died with her unborn child Tuesday, doctors said. As far as was known, no effort was made to deliver the fetus by Caesarian operation, since no fetal heartbeat was detected.

Doctors said the unborn child was only 20 weeks old and that it would have had to develop for at least six weeks more to make delivery and survival possible. Mrs. Maniscalco collapsed with brain damage on Thanksgiving Eve at her Coney Island home. She was rushed to Victory Memorial hospital in Brooklyn, where doctors placed her on a life-sustaining respirator and a tracheotomy, cutting a hole in her throat to facilitate breathing. Cause of the brain damage that led to her collapse has not been determined.
