By Susie Snyder QUAD-CITY TIMES Scott Community College is opening its arms to Central American Btudents and providing them the educational chance of a lifetime. Now in its second year, the Central American Scholarship Program has brought 31 Central American students to the Quad-Cities to study English and electronics. CASP director Sue Hess said Scott Community College is one of about 30 colleges and universities in the U.S. to participate in the program. She said the program was designed to bring Central American students to the U.S.

in two-year cycles to receive an education that they could not get in their native countries. The scholarships are granted with the stipulation that students return home after graduation and work in their native county for at Film society opens "Gone With the Wind" will be shown by the Open Cities Film Society at 7 p.m. today at the Mary Nighswander Junior Theatre, 2800 Eastern Davenport. Admission is $2.50 for adults. For children and senior citizens, admission is $2.

This is the opening film for the society's 11th season. A temporary bus terminal will be used behind City Hall at 4th and Harrison streets. Routes 1, 2, 3, 7 and 8 will enter from Main Street and exit onto Harrison Street. Routes 6 and 9 will enter Harrison and exit onto Main. Routes 5 and 12 will use Harrison to 3rd Street and resume Vivian Swan BETTENDORF Vivian Swan, 67, of 2730 Eddy, died today at St. Luke's Hospital.

Burial will be in Hamlet Cemetery. Visitation is 4-8 p.m. Saturday. She died Thursday at Mercer County Nursing Home, Aledo. Coreta Belle Bistline married Wilbur Castor in 1918 in Mercer County.

Morrison Community Hospital has closed its obstetrics department because of declining birth numbers and rising costs, hospital officials said Thursday.

Administrator Kent Brown said no jobs were eliminated by the closing, however. "It just is not financially feasible to continue. We have only one doctor here delivering babies. When Dr. Richard Vandermyde announced he would be quitting obstetrics, we knew it was time," he said.

Dr. Mark Woods is the only other doctor specializing in obstetrics at Morrison, but he performs deliveries in Clinton. Free motorcycle courses offered closes birth unit James 'Buck' Buckley MOLINE James 0. "Buck" Buckley, 79, of 1126 39th St, died Thursday at United Medical Center. Private graveside services will be held.

Burial will be in Rose Lawn Memorial Estate, Moline. There is no visitation. Esterdahl Mortuary, Ltd. is in charge of arrangements. Mr.

Buckley was employed as a bartender at The Jug in the LeClaire Hotel for 47 years, retiring when the hotel closed. He married Daisy M. Cole in 1929 in Mississippi. She died May 7, 1989. He was a member of the Moline Vikings.

Memorials may be made to the American Cancer Society. Survivors include daughters Maureen Neaveill, East Moline, and Kathy Banash, Bettendorf; a son, Robert C. Buckley, Hastings, eight grandchildren; a great-grandson; a sister, Maggie Stamps, Mississippi; and a sister-in-law, Millie Buckley, Moline. Kenneth Grubb ALEDO, 111. Services for Kenneth L.

Grubb, 29, will be 11:30 a.m. Saturday at Aledo Cemetery. Visitation is 7-9 p.m. today at Fip-pinger Funeral Home, Aledo. He died Friday in a boating accident on the Rock River.

Memorials may be left at the funeral home. He formerly worked at Servus Rubber Rock Island. He was bom April 14, 1960, in Moline. He attended Aledo schools. Mr.

Grubb married Teresa Mel-leny in 1986 in Bradenton, Fla. He enjoyed fishing and was an avid outdoorsman. Survivors include his wife; daughters, Ruth Ann Grubb and Anna Marie Grubb, both of Matherville; a son, Sean Patrick Melleny, Aledo; his parents, Kenneth and Maxlene Grubb, Palmetto, sisters, Theresa Keever, Kirkwood, and Melissa Sue Grubb, Palmetto; a brother, Robert Stuart, and grandparents, Jane Fetters, Aledo, and Mr. and Mrs. Perry Grubb, Bradenton.

Ruben Rene Revelez WEST LIBERTY, Iowa Ruben Rene Revelez, 6-year-old son of Jose and Celia Hingues Revelez, died Thursday at University Hospitals, Iowa City. Visitation is 4-8 p.m. today at West Liberty Chapel of Barker Funeral Home. Services will be 11 a.m. Saturday at the funeral home.

Burial will be in Oak Ridge Cemetery, West Liberty. Ruben was born Aug. 10, 1983, at Iowa City, Survivors, in addition to his parents, include sisters, Norma, Davenport; and Yolanda and Nora, both at home; a brother Jose West Liberty; and his grandparents, Marino and Guadalupe Hingues, both of West Liberty. Glenn) Morse, Princeton. Many general practitioners andor family doctors do not take obstetrics cases, mainly because of the high liability, Brown said. "In the 1970s, it was not unusual to have 400 to 600 babies a year," he said. "It is unfortunate when a service such as OB is no longer available because of low utilization of the service. But on the other hand, it provides an opportunity for the hospital to develop or expand other services." "We've been discussing several options for the delivery of new health care services in the vacated area and will be announcing those soon," he added.

His girlfriend, Karla K. Kennedy, 29, of 711 2614 was charged with conspiracy to commit armed robbery. He is being held in the Rock Island County Jail on $250,000 bond. She is being held on $50,000 bond. EM man charged Police made an arrest and recovered 25 car radios and other items believed stolen from cars and campers in an East Moline neighborhood.

Angel L. Reyes 20, of 528 22nd East Moline, was charged Wednesday with two counts of burglary in connection with dozens of car and camper burglaries during August and September. 614 MAIN ST. VALDOSTA, Ga. A drifter who killed a former Maquoketa, Iowa, educator with whom he was traveling has been sentenced to life in prison. A Superior Court judge sentenced Walter Gerald Ellis, 41, after Ellis pleaded guilty Wednesday to the Nov. 1, 1988, shooting death of Lorenzo Harmon Tucker, 55.

Tucker, who lived in Omaha, and was vocational education director of the Council Bluffs, Iowa, school system previously worked for the Maquoketa School District.
