7 Steps to Dissolve 1 1 9-Year-O Id By CLIFp THOMPSON The first step toward dissolving the 119-year old Weber LDS Stake was approved Sunday as part of a major reorganization affecting three other area stakes Members of the Weber Stake oldest in voted unanimously to merge with the Mount Ogden Stake Other changes included: of the 36th and 67th wards from the East Ogden to the Ogden stake the name of the East Ogden Stake to the Ogden East Stake LDS officials said the changes reflect declining population in the central and western portions of Ogden City particularly in the Weber Stake which lies west of Monroe The changes were approved at quarterly conferences of the Weber and Ogden East stakes Sunday under the direction of Richard Evans of the LDS Council of Twelve Apostles Mount Ogden Stake members are expected to approve the Weber Stake merger at their quarterly conference in August The Ogden Stake membership will vote on transfer of the two Ogden East Stake wards at its conference next Sunday The merger will give the Mount Ogden Stake a membership of 8000 about double its resent membership Its new oundaries will be 24th to 34th from Harrison to the railyards When the merger is completed in August the Weber Stake leadership headed by President A Reed Halverson will be dissolved Mount Ogden Stake President Albert Bott said their- may be some changes in his stake organization at that time President Bott noted the merger follows a significant loss in population within the two stakes during recent years Weber Stake has lost about 3500 members during the past seven or eight years and the Mount Ogden Stake has lost about President Bott said The Weber Stake was organized Jan 20 1851 as the second stake in Utah The Salt Lake Stake was the first It is expected the Weber name may be given to a new stake scheduled to be created later this summer in the southern part of the county where residential growth is expanding membership of the South Ogden and Weber Heights stakes Creation of a new stake also is contemplated later this year in the northern end of the county where a new stake center is nearing completion in Pleasant View The two wards being transferred from the Ogden East to the Ogden stake are east of Harrison between the Ogden River and 22nd Their combined membership of 1200 increases Ogden Stake membership to 6400 and reduces Ogden East membership to 4800 The transfer affect the presidencies in either of the two stakes Gunn McKay is president of the Ogden Stake and Scott Price is Ogden East Stake president However President Price said a stake positions Plan State fire officials said today two of the three city schools nearing completion now meet the new state fire safety code as a result of construction changes approved by the Ogden Board of Education Similar approval for the new Dee Elementary School has been delayed by a disagreement over the necessity of a sprinkling system State Fire Marshal Robert Tanner said he expects to work out a reasonable compromise so the new Dee can open next fall with approval of his office At the same time a state school official reiterated a contention that the Dee School met safety standards even before the school board ordered several changes recently is nothing about that building that will burn constructed of steel and reinforced said Dr Maurice Barnett of the Utah Department of Public Schools sprinkling system would serve more to protect the building than the Dr Barnett said there is doubt whether the water supply and pressure is sufficient to operate a sprinkling NUMBER OF EXITS Dr Barnett also noted the Ogden Board of Education has taken steps to a reasonable number of exits from both levels of the Dee Mr Tanner said school board action to reduce the size of open space in the Lincoln and Jefferson schools has brought them into line with the new state fire codes He said he feels there is reasonable way to the problem with the Dee school and said he would be willing to work with the Ogden School District to get a sprinkling system installed a period of years realize this is going to be expensive and we want to work with the state fire marshal said The crux of the problem revolves around the retroactive nature of the new fire codes adopted earlier this year To meet the new code would require considerable additional expenditures not available in the school district construction budget want a fire safe building even more than the fire marshal says Ogden Supt William Garner who objects to what he considers implications building schools that consider the safety of the students first buildings were de signed in accordance with the state uniform building code and approved by the state department of education and state building Supt Garner said CHANGED CODES the Lincoln School was 90 per cent complete and the Dee was 70 per cent they changed the codes on the superintendent said On April 10 the Ogden district received a fire inspection report ordering it to make the necessary changes to comply with the new code Supt Garner reviewed the plans again with his staff the architect and state school officials All felt the schools still met all reasonable safety standards The legal counsel told the board the courts would rule the retroactive nature of the code unconstitutional But Supt Garner felt that while might win -hr the court we would lose in public The board dug up the additional money to build three fire doors and a fire wall in the Lincoln and Jefferson schools and to build additional exits at Dee GRADE LEVEL Part of the problem at the Dee is a disagreement on whether both floors of the Dee are on grade level Local and state school officials and the architect contend they are on grade level which require a sprinkling system under the new code The fire officials insist the top floor on grade level fact that we are voluntarily taking steps to improve fire protection capabilities of the buildings as we go along proves thinking first 'of the Supt Gamer said One example of this was fire proofing of steel columns in the Dee to the fire inspectors report this Supt Gamer said we felt it was and took steps to fire proof the $24 Million Construction Job to Start in June 1971 The Utah Road Commission has announced it will fund the entire 20th and 21st street access road project ait the same time and expects to call for bids on the $24 million job in June of 1971 The announcement was made by Howard Richardson design engineer in the Ogden District office of Utah Department of Highways during a joint road commission-Chamber of Commerce meeting here i A previous announcement had indicated the sitate would fund only one leg of the one-way couplet which will connect downtown Ogden with Interstate 15 Mr Richardson said the project will be since both roads will have to cross railroad tracks paralleling Wall Avenue and will affect other industry as well Preliminary plans include the utilization of viaduct-type structures to span the railroad tracks The commission also announced that $28000 has been set aside for preliminary studies which could result in making 30th and 31st streets a one-way couplet from Interstate i5 to Harrison Boulevard This was a major project requested by officials of Ogden City Weber County and the Highways and Traffic Committee of die chamber headed by former road commissioner Ernest Balch Announcements by the road commission on these projects came within a short time after the state body voted to place Trappers Loop Road on collector road system The road which connects Weber Canyon with Ogden Valley over a 9-mile route from the Wheel to a point near Huntsville is expected to relieve the heavy traffic situation in Ogden Canyon Improvement of the road has been endorsed by city county and chamber officials The proposed 20th and 21st street couplet would connect Ogden with the interstate via the Wilson Lane interchange The 175-mile roadway will replace Wilson Lane as an access route Original plans were to build the 20th Street connection a two-lane first adding the other two lanes on 21st Street at a later date In its final stages the road will consist of four lanes with limited access dividing west of Wall Avenue to connect with both 20th and 21st Structures on the elevated road will include a crossing over the Weber River and the Wilson Company railroad spur and over the railroad yards Several large landfills will be utilized to keep the roads at a high elevation Access roads will be located at 1100 West and between the city limits and the Southern Pacific main line Facilities for the circulation of local traffic will be provided in the vicinity of Pacific Avenue west of Wall Channel changes on the Weber and Ogden rivers are expected to be made to facilitate construction of the project A public hearing on the project was held last December committees with the Utah Elks Assocation Elks Lodges in Brigham City Roy Murray Vernal and Richfield were organized with his help In the Elks organization is also a certified National Ritual Judge Numerous activities for the Elks are scheduled between various business meetings at the convention Although the convention will center at the Ogden Lodge the golf tournament and trap shoot will be held in other areas They are scheduled Friday afternoon Following the arrival of Mr Hise Saturday morning the Elks will gather at 11 am for the annual memorial service in the lodge During the Grand Ball that evening the winner of the contest selected following competition Friday will
