Nielsen figures made availa- ble Tuesday. National Nielsen averages put CBS in first place for the week ending July 31, with a 14.2 rating that represents 10.1 million households. ABC had a 14 rating, or 9.9 million, and NBC had a 13.3, or 9.4 million. In order, the top 10 of 65 rated shows were: "Charlie's Angels," ABC, 22.5, or 16 million homes; "Hannie Caluder," CBS's Sunday movie, 20.9, or 14.9 million; "Laverne Shirleyj" ABC, 20.1, or 14.3 million; "Sssssss," NBC's Monday movie, 19.9, or 14.2 million; "Happy Pays," ABC, 18.6, or 13.2 million; "Jeffersons," and "Shields Yarnell," both CBS, both 18.4, or 13.1 million; "Tut: The Boy King," NBC, 17.6, or 12.5 million; "M.A.S.H.," CBS, 17.4, or 12.4 million; "One Day at a Time," CBS, 17.2, or 12.2 million. The coal-hauling Norfolk Western Railroad said in Roanoke that 136 of the 220 mines in its system, which includes Virginia; West Vir- ginia and Ohio, were closed Tuesday because of the wildcat strike.

The NW said it expected to move out only about 1,700 carloads of coal Tuesday, compared to the normal 5,000 to 5,500 carloads. An NW spokesman said the railroad already had begun to furlough -workers and that 122 would be on furlough at the close of busi- ness Tuesday and 240 by the end of the week. Carter said there was "no way" the southwest Virginia mines that remained open could produce more coal to make up for the loss caused by the closures. "Production is just going to be down," Carter said. "There is no way you can make up what's being lost." Neither Carter nor officials at United Mines Wftrkers Di- strict 28 headquarters in Castlewood would identify the mines closed Tuesday.

The number of Virginia miners idled, and the number of mines shut down, "varies from day to day" as the pickets move from one site to another, Carter said. The Virginia Electric Power one of Virginia's largest coal consumers, said it anticipated no shortage of coal for its fossil fuel-powered generators. He fought wars and won them. The probe centers on jacks provided as original equip- ment with 1975-76 Chevrolet and GMC C-10, P-10, G-20 and K-10 light trucks. Also being investigated is the alleged failure of the saddle leveling mechanism on the Model 646 Hydraulic a manufactured by Hollywood Accessories of Compton, Calif. Government officials said they have received three complaints about failure cf the jacks provided with the Chevrolet and GMC trucks, although no accidents or in- juries have been associated with these failures.

The screw-type jacks were tested by the National Highway Traffic Safety Ad- ministration and officials said they bent and deformed when used on irregular surfaces or the shoulder of the road. The Jacks were provided with 1,169,050 trucks, officals said. Department officials said truck owners should avoid using the jacks if possible. If they must be used, seek a level surface, place sturdy wooden blocks under the axle as soon as the jack is ex- tended and stop raising the jack immediately if it begins to bend or deform. The department said a pin in the Hollywood jack can fail if the load is not centered and they that these jacks not be used because they can allow the load to drop sud- denly.

I ALLOWED Regulations allowing individuals to i a supplemental security income program have been issued by the Department of Health, Education and Welfare. Previously, persons enrolled in the special federal program could only get out-of it by withdrawing their initial claim for benefits. This would require them to 'repay all money they had received un- der the program. A i a i spokesman said the special provision was adopted because some individuals could receive more state: assistance if they were able to withdraw 'from supplemental security income. NEW MILEAGE RULES The Transportation Depart- ment has strengthened its rule' 'requiring that sellers of used cars tell the buyers how many miles the vehicle has traveled in order to give the buyer even more information.

The regulations take effect Jan. 1 to tighten the law against tampering with an odometer, the instrument which measures how far a vehicle has traveled. Under the new rule: --In addition to stating the mileage the vehicle has traveled, the seller must state whether the odometer has passed 99,999 miles, at which point it would start again at zero. -The seller must certify that the odometer was not altered or that it was altered only for the purpose of repair or replacement. --The buyer will be re- quired to acknowledge receipt of the mileage statement and both buyer and seller must include their names, address and signature.

--The license plate number will no longer be required in information identifying the vehicle. Department officials said the new rules-will close some loopholes in the old rules.
