(AP) A former Wake County jailer admitted taking bribes to allow prisoners to engage in llicit sex and confining a prisoner for three days vithout food or water during testimony Wednesday in the i a Wake Sheriff Robert J. Pleasants. Former jailer T. Douglas Mills spoke for the prosecu- tion in the second day of testimony in the trial of Pleasants, who is charged with willfully failing to carry out his duty as sheriff to supervise the jail, a misde- meanor. Mills and another former jailer, W.

Steven Tucker, said they took bribes from con- victed heroin dealer Leslie (Ike) Atkinson while Atkinson was jailed. Mills also testified that he and other jailers once put a 17year-old black man jailed in a robbery case, NathanialE. Quiller, into solitary con- finement without food, water, a mattress or lights for three days. Mills said Quiller was "an extreme discipline problem' 1 and was placed in a five-cell block called "the hole." "We took his mattress, turned off the lights and water and didn't go back in there until Monday morning," Mills Mills said payments from Atkinson averaged $40, but totaled on one occasion, and were in exchange for leaving Atkinson or a fellow federal prisoner alone with a woman. Once, Mills testified, "Ike told me to tell his family to leave, that visiting hours were over, because his girl friend was coming over." Mills said he also accepted' a bottle of scotch from one of Atkinson's, lawyers, Stephen H.

Nimocks of Fayetteville. Mills said he received the first payment from Atkinson, of $200, in May, 1976, and men- tioned it to another jailer, J.C.High. "High told'me that Mr. Atkinson had taken care of most everybody in the jail, including Steve Tucker and (chief jailer) Raymond Harris," Mills testified. of the prosecu- tion'skey witnesses, has been given immunity from pro- secution in exchange for tes- timony.

Tucker and former jailers High and Rome D. Morris have pleaded guilty to a misdemeanor charge of failing to carry out their duties. Mills has also been indicted, but has not been, tried. Mills said he believed brib- ery in the jail was wide- spread, but said he never told Pleasants of bribery or other misconduct. Mills" was fired last No- vember after being found in a locked jail office with a female inmate, Kathy Jones, whom Mills said he plans to marry if she is released from prison.

Mills testified that he never "engaged in any sexual conduct with Kathy Jones." Special Prosecutor Joseph B. Cheshire contends that the bribery and sexual miscon- occurred Because Pleasants made Harris leave his post to work on Pleasants' private property.
