Midland General Manager BUI Scnammel said Capel was sent down for a couple of reasons. First, a roster spot had to be opened for Ron Richardson, a right-handed pitcher who came off the disabled list Thursday. In addition, Scnammel said the Cubs decided Capel needed to gain more experience before pitching at the Double-A level.

Since he signed a Double-A contract, Capel will continue to be paid the same salary during his stay in Class A. "Unless he's got exceptional ability," Scnammel said, "the Cubs want him to gain experience and gain confidence at the level he's playing. It's more a matter of maturity and experience, not talent. "Let's face it, we're only two steps from the big leagues here. He needs to get experience with his own level of players.

"His mother was here in the stands and even she was saying that in college there are only three or four good hitters in the lineup, but up here, everyone's a good hitter," he said. "It's just not the same when you're, playing professional baseball as it is in college. It's like taking a kid in second grade and putting him in fifth." In an interview before his reassignment last week, Capel said he was excited about the chance to play on the Double-A level. "At first, they wanted me to go to A ball in Geneva and get in about two or three starts so they could bring me here by the end of the year," Capel said. "We negotiated a little more, I talked to Coach (Cliff) Gustafson and he said he thought I could pitch at the Double-A level.

1 "I realize that if I'm not good enough at this level and I get sent down to A ball, I'll know what it'll take to get back here." Scnammel said Capel has a good chance of playing for Midland next season. year started, Capel his elbow "popped," and he didn't recover until his sophomore year. "The doctors thought it was tendonitis, so they gave me medication and I kept throwing," he said. "You know, tendonitis is a funny thing. You can either -throw and get it out or you can let it heal.

"So I went to see a specialist in Houston and he gave me stress tests and finally discovered it was a torn ligament. It had just been so hard to find, because those kinds of things can be real tricky." His doctor advised him to stop pitching for a year, but Capel kept throwing in intrasquad scrimmages during his freshman year. In the summer of 1981, Capel continued to pitch, and upon his next visit to the doctor, he was told to rest his arm. After he took some time off, Capel's arm healed enough for him to compile a 9-0 record for the Longhorihs during his sophomore season. "I'm a totally different pitcher than I was out of high school," Capel said.

"If not for the injury, I would probably have been a better pitcher." Along with his 13-1 record the past season, Capel had two shutouts, six complete games and a 2.98 ERA. Capel said one of his biggest gains in college came by playing under Gustafson. "His coaching philosophies are different than those in pro baseball," Capel said, "and the attitudes he sets about the team are a little different. "It's more of a business at Texas than at other colleges. Most college programs have about 25 guys in the whole program, but at Texas you have 40 guys and about 10 that never even get to suit up but could play on any other Southwest Conference team.

"At Texas, there's a lot of pressure to win and to gain a spot on the team," he said. "That prepares you for professional ball, because the pressure's the same here. "The Cubs have been nurturing players like that for a long time, like Mel Hall and Jim Wright." Midland Manager Tommy Harmon agreed that Capel heeds to get some innings under his belt. "He has to improve on his walks and he's got to become more consistent," Harmon said.

"When you're not an overpowering pitcher and he's not you have to be able to get the ball where you want it when you get behind. But those things don't just come overnight they only come with experience." Before the demotion, Capel said he wasn't pleased with his efforts at Midland. "As of right now, I'm not showing I can throw at this level," he said. "You can use an excuse and say you're not supposed to come out here and tear it up, but I think I can win and throw well at this level there's no doubt about it. "The important thing is I have confidence in myself knowing that I can throw at this level.

I'll admit there are a lot of things I have to learn. "I'm going to have to learn to concentrate extra hard with men on base and to concentrate on every pitch more than I did in college," Capel said. "The hitters here are a lot more experienced and they're going to capitalize on your mistakes a lot more than college players. In college, they'd only hurt you one out of four or five times, but here, they're going to capitalize about 50 percent of the time." Capel, the pitching ace of Spring High School's 1979 state championship team, spent his freshman year at Texas nursing an injury doctors couldn't diagnose. After a 42-yard Chicago punt, the Stars moved the ball downfield from their own 30 with 2:46 left before Fusina hit Donovan. Chicago quarterback Bobby Scott passed for two touchdowns as the Blitz intercepted four passes and recovered three fumbles by the Stars, turning six of those plays into Fusina completed 22 of 33 passes for 254 yards, three touchdowns and four interceptions. He rushed for 66 yards.

By PHYLLIS MENSING AP Sports Writer PHILADELPHIA Kelvin Bryant dived into the end zone from 1 yard out 7:02 into overtime, sending the Philadelphia Stars past the Chicago Blitz 44-38 Saturday in a United States Football League semifinal playoff game. The Stars will meet the winner of today's Michigan-Oakland game next Sunday in Denver for the first USFL championship. After winning the coin toss to start the overtime, the Stars marched from their own 27 to the winning score, using up 14 plays. Bryant, named the USFL Player of the Year this week, finished with 142 yards rushing on 24 carries. Quarterback Chuck Fusina passed 11 yards to Tom Donovan with 50 seconds remaining and David Trout kicked the extra point to conclude Philadelphia's stirring rally to tie the game.

Basin rallied from a 2-0 deficit and defeated Huffman 5-2. Huffman, coming out of the loser's bracket, forced the second game by handing Basin its first loss of the season, 10-6. The setback snapped Basin's 17-game winning streak, but the victors finished the year with an 18-1 record fourteen victories coming in a perfect 14-0 regular season. "I'm in high sky," said Coach Tom Ornelas of Basin Acidizing.

"We have come back in a lot of games," said Assistant Coach Lonnie Richison. Basin put the first three hitters and six of the first seven on base- in its winning rally. Albert Molinar doubled, Mark Richison walked and Kyle Johnson tripled for two runs to tie the score against Huffman's starting and los round, 4-3 Tuesday night. Ornelas blamed Saturday's first-game loss on "too many errors." Basin committed five miscues and Huffman collected only two hits, both in a seven-run third inning. Lara singled and third baseman Jerrod Davis doubled for Huffman's only safeties.

The victors also collected 10 walks, half of them in the big third inning. Basin slashed out five of its six first-game hits in a four-run third inning.
