The alleged rioters have improved in appearance very much since their incir-. cer.ition. Two or three of them are very rough looking characters, and would be takeu for "plug tiglies" in any crowd. The said Company shall have the right to nae, for the purpose of the building necessary to cover their macbtuery, such part of th public ground of the said city lying upon the river bank, and at such point as the City Council may hereafter designate. Sao. 8. Th said right is granted by this Ordinance upon the conditions following. that is to say, 1.

That the aid street mains, servlcs pipes, conduits, water-wavs or other fixtures shall not at any time after the completion or the work of laying down the same, at any point obstruct the said streets, lanes, alleys, sidewalks or public grounds, or any part of the same, nor shall tbey In any way interrupt the full and free use of the same as public highway. 2. That during tlie progresa of laying down the said street niainx, branch mains, service pipes or other futures, no uunecesoary obstruction ofth said streets, lanes, alleys or sidewalks shall be permitted by The said coinpanv. g. At the annual meeting of the Scott County Agricultueal Society, held in November last, it was provided that another meeting beheld at Metropolitan Hall on Saturday, the 5th day of February, to receive report of Committee on Constitution, and to elect two more directors of the Soeiety. Dillon. A large and highly appreciative audience gathered in the Commercial College Hall last evening to hear Judge Dillon's lecture on Aiitfrirtiu Lttie, nature anii resu lt. The Honorable Gentleman was introduced by Mr. Frank in introducing the eminent lawyer and Judge to a Davenport audience, who had probably known him much longer than he had, for, if not exactly born there, he was a Davenport boy, his education received there, Lis reputation laid there and his home made there and the city was proud acknowledge it, he felt like the countess Burleigh poem "burdened with an honor, unto which he was not born." He then referred, by request to the character, aim and ends of the institn-tion tinder whose auspices the lecture was delivered and concluded a short and smart introductory speeeh.ainidst much applause. The learned Judge delivered a highly interesting and instructive lecture; one which gave the audience a clear insight into the formation, progress and operation of our legal code.

The portions of his speech explaining the origin of the Common, or as it is called the "Unwritten Law," were particularly lucid, instructive and pleasing. The allusions to the moth-, er country fair, complimentary and correct. -The Jndge succeeded in divesting law of by interspersing anecdote, historical illustration, nnd happy simile, kept the audience fully interested, and at the same time taught them more of the constitutional history of our common eonntry than would be obtained by wearily dragging through the dry and ponderous tomes of ITallain or the Com- mentators. td We were told to-day, by a gentleman friend, one of the most touchingly sad in cidents of human trouble and trial that we have listened to these many months. Our friend, returning home on the Western train a few nights since, from a' business trip to the Missouri, for the want of some better occupation betook himself to study ing his fellow passengers. This recreation generally does not prove very profitable on a railroad train, novels on railway fiir tat ions to the contrary, notwithstanding, and the observer was about to give up the i lea of finding any romance, when the train stopped at a small town the other side of DesMoines, and a fresh invoice of passengers entered. Among others was a stout, farmer lookiug man of about 40. little girl of four years was clinging to his skirts, aud in each arm he carried a child, one two years old aud the other an infant.

Children at best, on a railway train are not apt to keep remarkably quiet, and these were no exception to the rule. The youngest was fretful and cried uiid wailed piteously. Our friend's humanity could not stand it, especially as the man seemed awkward iu his care of the charge and entirely uuu-ed to it. He seemed to be in great sorrow, and still tried to bear bravely up. So he stepped across the and tendered Kervicc9.
