In lxs4 w. 1W0 1 I ia OUR SPECUL CORRESPONDENT THECIPTAL Dbab DEifoataT The) flutter wnoni the friends ot Harlan here is quits) refresh-in" to utiJer. The IteyitUr jubilate, the tfMicnn equiTOCttWf, ami tie gleams satisfaction limiting up the ficcs of tbe Allison swiherenta are like the dancing of the Eunbeams on many wattrs. The Lej-inter cannot conceal ita fcrcat satinfactiou, and bubbles over in a column and a half article this morn to paint the lilj of Harlan purity with an Allison blacking brurli, while the Itfpuiliean charges Allison with baying paid hash bills amounting to thousands fir hi champion aud henchmen. On Friday, too late for uiy last, there was lively debate in the Senate on the statute heretofore authorizing the publi-cttion of the laws in tie uewspapers.

Senator IJeardsli veered round from hia former posit ip, and seeing, with Borrow, the povcitj of the State (caused by radical mismanagement) was against publication. Senator Shane was in favor of using the press as the dis-scminotor of the laws, as also was Senator Stone, whilo Campell believed that the sections should not be restored, as the press of Iowa is able to support itself. and the State Treasury cannot stfurd the biennial draft of $00,000 to 100,000 that is made on it. Other Senators followed, and tJenator McNutt offered the following resolution, which was lost, and a nice fat take for the State Printer thus torn off the hook Ilaolved. That the Secretary of State shall cause to be published two hundred thousand copus ot the session laws, in pamphlet lorm, at a cost not to exceed thirty five cents a copy, and shall forward them to tbe county clerks in each couuty in proportion to its population, so that a copy of such laws shall be placed in every family as far us practicable.

Such publi cation and distribution to be made with in ninety days after the adjournment. 1 lie upshot i the matter was that the sections were repealed, and the people de prived of a copy ot the laws they are to kmw and obey. In the Senate this morning a joint resolution was adopt ed authorizing tbe Rankin Committee ti telegraph for witnesses, which is the first expense the State is put to in endeavoring to crape up spilt milk. 1 he House reso lution requesting the Attorney (Jencr.il to be present during the investigation of the Treasury defalcation, was discussed aud lott. Ayes, 10 nays, 10.

Title 8 of the code was then considered, number of amendments were made the n.ost important, being the striking out of the sections relative to commissioners of legal inquiry striking out that portion ot bill allowing jurors to be einpanutllcd in courts lroin the by standers, and requiring a resummoning of jurors. The bill was then passed. A motion to require all terms of the Supreme Court to be held at the scat of government wus voted dowu. In title 4 ot the code. Senator Shane mov ed to amend so as to provide that no couu ty shall atter January 1st, 1374, have the right to fund its indebtuuess, which led to a discussion until adjournment.

In the llouse, the Kaukin Committee by request came back from tho Senate, having been concurred in. Wm. Ham mond, of Chickasaw, who was sick du ring the regular session took the oath and his seat. Ureenof Scott, offered an amendment to rule No. 7.

for the govern ment of the House, to the effect that after the action by the House on an amendment made by the committee, the bill shall be laid aside until Ihu next morning, when it ahull be made a special order, to make ejeijcal corrections and harmonize tbe putts, after which no amendments shall be in order. Adopted. Also from the same member, a resolution authorizing tho Attorney General to conduct the examination of witnesses before the tnkiu investigation committee, was adopted. Titles 1 and 11 of tho code were received from the Senate and adopted. The Senate amendment to the chapter fixing the compensation ot (flieers was concurcd in.

Chanter 9 was adopted with a section making it the duty of the Governor to examine the books and vouchers and funds of till tbe State officers and institutions every 80 days, which received from Mr. Green. On motion of Mr. bold, section 1 was amended, so as to give "I'utrons of Husbandry" the bent tit of the law, the fcamu as churches libraries, etc. Section 37 was amended so as to require the Auditor of State to make his icport of all companies organized iu the State on the iirst day of May instead of March and autnorizing the printing of 1,500 copier for the Audi tor, out of which be shall supply a copy to cacn member 01 tne ueneral Assembly and also to every newspaper in the State.

bection 39 was amended so that any num. Der 01 persons not exceeding g.uuo can organize a mutual insurance company Mr. Tatker moved to create an additional section tc the eflect that all moneys left in tbe treasuries of insurance companies after tho closing up or their business, shall be turned over to tbe school fund. No other important alterations were made. and the house adjourned.

Tbe Rankin committee met this morning, and was called to order by the chairman, Senator bnane, who had a long list of witnesses. from which be requested tbe committee to select one or two who ct uld be tub-po-ued to appear before the committee at their next meettnsr. It was decided to tubjffina Mr. Hankin and Mr Brandt to appear at Ihe next meeting on Monday morning at 93s o'clock. The committee for investigating tho financial condition and running of State isstitu- tioiis met at the Savcry, this afternoon.

RBfttnr TtwrV mrnla fmon a Kasson secretary. Nothing beyoud desultory conversation eliminated, and they adjourned until Tuesday next. There is really no local news worth repeating. Des Moines is duller than the fat weed that floats on Lethe's shore, and the only amusement is dodging the tem perance fanatics wha are determined to water-log tbe Capitol, and make all men virtuous in spite of cakes and ale. Such disclosures as tne Han kin felony and the Harlan bribery can only be glazed over by a superior article of puritanic zeal and a more pnarasaical display of pinchbeck piety ana bogus saintship.

Radical ism begins to give out a bad sa vor, and it will take much evan gelical incense to sweeten tbe tabernacle. I am sorry to learn that the charming Kitty Allen 13 very sick, away down at Vassar, and her father has gone to see her. Tho resident committee of the State Industrial Convention are daily receiving letters conveying inueliigeuce of tbe appointment of delt gates by van ous orgvuizatioES, and tbe prospect now is theie will be a large attsndance. Aiioo the most requisite channels for tlie transmission of Iowa's agricultural wealth to a profitable market, is a thor- ODgbly reliable commistion house, and we know of none which does a larger busi ness in our State or has more the confi dence of our principal shippers than tbe firm of Nixon, Drake, and Commission merchants of 19 Water street, Cincinnati.

Oar snipping readers will cordially endorse this well deserved mention. Every practical pressman knows the valne of a teally good roller composition, and in no article is the axiom of th best being the cheapest so true as in this. The counsel for Stokes in pressing their claim for anew trial will rely much upon the fact that two of the jurors -went outside ot the court tor evidence, one having examined the ladies' staircase at the Grand Central Hotel, and another having examined pistols at a gunsmith's to see whether a four-barreled pisiol could be distinguished from a six-barreled pistol.

Affidavit is also to be embodied in the bill of exceptions that before tbe trial one of tbe jororseaid that Stokes ought to be hung anyhow, and another said that if be was on the jury he'd hang Stokes any-how. Wm. A. Pile, Minister to Venezuala, has arrived in this city. The small pox epidemic is creating graveapprehensions in Boston.

Already three thousand cases are reported in that city, and tbe percentage of deaths is much larger than from all other causes combined. Nearly all the burials are made in tbe night. Tbe epidemic has had a serious effect upon commercial circles generally. Tbe estate of tbe late S. N.

Pike, of Cincinnati, is sworn to in tbe petition for probate of bis will as being worth two and a half million dollars. The will after providing liberally for his widow, divides the property equally between bis four surviving children, one son and three daughters, two of whom are minora. The only bequests made are one thousand dollars a year for life to his brother, S. M. Pike, and a debt of $1,300 to another brother, Usury Pike.

The cold spell commenced again yesterday. Tbe Serca cold has stayed the freshets which would otberwne have occurred on the Hudson. It is stated that a pool exists to create a "corner" in Western Union stock. In the Tweed case, this morning, Gar-vey was cross-examined at length, to un-change his own implications in the ring frauds. His counsel made a strong effort to extort from the witness the fact that he was to be gl7en immunity in consideration for bis time.

The witness did not acknowledge that any such arrangement existed, but said he was told by O'Connor that if be told the truth on the stand no harm would come to him. WASHINGTON. James F. Wilson before 1 lie Credit Mo-blller t'omuiltlee Caldwell's fuse. Washington, Jas.

18. Before the Credit Mobilier investigation, to-day, James P. Wilson, of Iowa, stated that he bad bought aud paid for ten shares of capital stock of Credit Mobilier. Oakes Ames once aaked him to subscribe for $5,000 of it, which he declined t. do.

Somn time in 18C8 II. T. McComb advised hiu CWilsoo) that ho could Btill get the stock, and Lal better do so. Ames then said the stock was all disposed of. McComb remarked that the statement was fa'so.

Ames then said he would do what he could, and subsequently arranged for ten shares it par and seven per cent, ex-prior dividends. Wilson held the stock until tho winter of 18G9, when be sold it on account of contentions between tbe Credit Mobilier and Union Pacific stockholders. Ho has at no time since been in any manner interested in the Credit Mobilier, nor did at any time, or in any manner, have any interest of any kind or character in said company other than as herein before stated. Witness was in Mr. Grimes' room when Oakes Ames came in and asked Senator Grimes to take $25,000 worth of stuck in tho Credit Mobilier.

Ames said to Grimes: "We must raise money if you will take stock I will guarantee you ten per cent ou your money providing you will divide all tbe profit over ten per osnt. with me." Grimes replied "Well, I am satisfied with ten per cent, on my money," and agreed to invest. The Senato Military Committee, this evening, beard President Stanford, of the Central Pacific Railroad, in favor of the bill relinquishing part of Goat Island to the company, ani D. C. Senators Cole, Caserly and Stewart, and Representative Sargent participated in tne discussion. Nmv loitK, Jan. 20. A Washington dispatch says: "The Caldwell investigation will close thi wee, but it is not likely that the report of tho committee- will be submitted be fore next week to the Senate. The ex amination in behalf of the accused will begin to day after the cross-examination by the government.

About twenty five witnesses have been summoned, eight or ten of whom are already here, but it is not thought the examination will be long. Caldwell will probably begin bis defense in his own behalf on Wednesday." Washington, Jan 20. Poland's Credit Mobilier Committee resumed investigation this morning. Gen Brinks took his seat with the committee for the first time. Sidney Dillon, Prcsi dent of the Credit Mobilier, testified that he knew of shares being put into the bands of Durant and Ames, to fulfill pre vious contracts of the bill he did not rememeraber the names of the persons Ames said be was under obligations to some allusion was made to Congrussmen but he did not remember the names he thinks Ames mentioned John Brooks witness said ii rooks came to him sayinsr he had received 10U shares Irom JJuranr, and under rule, was entitled to 50 shares additional, which were formally made over to Neilson, son-in-law of Brooks.
