Internal Revenue Service records, the Times-Herald said, show Willis owes more than $20,000 In personal income tax payments from 1970 through 1975, and a Tidewater Radio, a corporation owned by Willis that controls WPCE, has corporate withholding, Social Security or unemployment tax payments outstanding from 1970 through totaling more than $15,000. The Times-Herald said it had learned from FCC sources that the commission was aware of the IRS information and that it figured in the FCC in- vestigation es against Willis, it may revoke his licenses or fine him up to $10,000. He could appeal the decision in the federal courts.

Arthur Ginsburg, an FCC official in Washington, said such cases in the past have taken as long as five years to settle. Willis, reached at WOWI- FM, said: "We may or may not have personnel who engage in improper activities, but as far as management or ownership are concerned, we have done nothing to be ashamed of." Willis declined to discuss details of the investigation. Although the FCC has not released details of the probe, the Times-Herald reported that sources at the commission said it raised questions about the financial health of stations and whether Willis "has the necessary character qualifications to be a licensee of the commission." The newspaper said an FCC official confirmed the claims of two former WOWI employes that WOWI and WPCE payroll check often "bounced" or were held up at Atlantic National Bank, where Willis is a board member, until the stations made deposits. The Times-Herald said it was told by employes or ad- vertising agents of Sears, Roebuck Coca-Cola and Harris Tire Service In Norfolk that Dulaney threatened them with "economic boycotts of physical harm" unless they bought air time with the two stations. Holloman, Tidewater sales manager of Coca-Cola, told the newpaper that Dulanez "pressured" him into buying ads by threatening to persuade black ministers to preach to their congregations that "Coca-Cola was poison." Tom Bie, president of Seamark a Norfolk ad- vertising agency, told the Times-Herald that Dulaney made "implied physical threats" to him "to the extent we had to put in a security system." In one instance, Bie said, Dulaney tried to pressure Seamart by saying, 'How would you like it if 1,000 blacks- marched into your office?" Bie said he gave Duaney some 'V.
