The new railroad law in Illinois, rcgu -lating freight and passenger rates does not seem to work as well as was anticipated by its advocates and makers. It has given rise to a great deal of controversy already, and is likely to lead to more. When the law went into force, railroadmen prepared fheir schedule of ratC3 incompliance therewith according to their understanding cf the law.

All tbe prominent roads in the State agreed to adhere to this fixed schedule rate, al -though the effect was to raise their former rates, in some instances, several per cent. At this the people of the State grumbled, through freight and Jtravel sought other means of transit, and the business of these began to diminish rapidly. Our own city felt the cQdct very seriously, and so, in fact, did the whole State. The roads could not stand this falling off of their business. First one road departed from the arrangement, and then another.

A short time ago, the Peoria Kock Island nad through its connection with I. B. W. road made such arrangements in regard to freight rates as to accommodate our shippers, and of course, that line was patronized The I. P.

felt this seriously, and consequently determined to reduce its tarift. This was done and the rate of tarifl7 went into cfljet yesterday. It is as follows FROM DAVENPORT TO CHICAGO. Merchandise, First Class. .61 cN.

The reduction on lumber is three dollars per car, on cattle and hogs, 4 CO per car, and on sheep $4 00 per car. The rate on class A. B.

and D. remain about the same as before. On breadstufftj the following is the tariff: Cents. Flour and meal per bbl 43 4-10 Wheat, in ar loads per 100 lbs II 7-lu All otner grains, and mill studs In car loadf, par 100 Ibi 16 By this schedule of rates the managers of the road expect to be able to recover the traffic which was being secured by the Peoria and Rock Island Road and by the Illinois and Michigan canal. ft I ts.lt MEWS.

The St. Louis Rrpuhlican says the Keokuk Northern Line, as soon as the water on the Upper Mississippi rapids becomes so low that a division of the packets will be necessary at that point, will keep 1 the packets above but the Clinton, Lake Superior and Northwestern. These three boat3 will ply between St. Louis and Keokuk, connecting with the other pack eta at that point. The Muscatine is now being fixed up, and will run during the low water season from Keokuk to St.

Paul. The Davenport makes one more trip to St. Paul in place of the Belle La Crosse, owing to her repairs not yet being completed, after which she will probably take the Bayard's place in the Louisiana trade, being of much larger capacity. The Rock Island will not be taken out ot the St. Paul lino.

They are confident that they can make fair profits in this enterprise. Y. A child of Dellif Uemple, cjrner of Ripley and Second streets, last Sunday morning, came to its death by drinking lye, which it accidently got hold of in its mothers absensc from the room. An exchange gives this time'y advice 'Look not upon the watermelon when it is red, nor upon the stewed cherry when it giveth its color in the cup at lust it biteth like a soft shell crab, and stingcth like the cholera morbus." Fred Goos, of the firm of G003 Kir-cher, of this city, will arrive in New York to day or to-morrow from Hamburg, by the steamer "Thuringcn." He will remain in New York several days, and then proceed to his home in Davenport. In some of the towns west of us, where the law gives a bounty for wolf scalps, now that the warm weatLcr is upon us, and wolf hunting somewhat uncertain, the citizens are petitioning to have the law so amended as to include the scalps of sewing machine agents, book lightning rod men and life insurance drummers. The report which gained so current circulation last Saturday afternoon, that John Doosc, who had hia limbs crushed by the cars, the night before was dead, was ftlse.

It appears that one Patrick Girvcy hankered aftei some raspberries bad and took it into his head that it was about time ho had a box, and so stole them from Thomas McSpirett. Thomas didn't like that sort of thing very much. Accordingly had him arrested and brought belore Justice Yiele, who, after hearing the testimony in the case, fined Pat $100 and costs, amounting to 7.C5, which he paid.

He has undoubtedly make up his mind that, that was the dearest box of raspberries he ever had. J. Cummins, or "China Pat," who hated to go back to jail yesterday, had his trial this morning, and sent up for thirty days His Heading, will accompany him eight days only. The old fashioned farm implements, the old spinning wheel and house looms are of the past modern implements, modern machinery dtiven by power of stream and steam, bring about resul's with forty fold rapidity distances once so long have been made short by steam, acd places once months remote have been brought within close communication. In his early days it took longer to make the annual trip to Boston or Montreal market than it now takes to ride frc-m tbe Atlantic to the Pacific.

Monstrous changes indeed. A smart old lady of sevooty told me the other day that she had got to get her summer web into the loom that she had never missed it a tingle summer since she wis a yiil that it wouldn't do to get slack in her old age. She reintinbered having woven one hundred and sixty yards on her old clumsy loom in a single season Few indeed are they gttting to be who remember anything of the sort, and jet the record of the lives of these old people who have fought the battle of lite in such trying circumstances and against such heavy odds contain full as many lines of real happiness as thut of those who live in these more stirring ds. It is not money, then, nor steam, uor art, nor science, nor their companions that make one really and truly happy. The old orchards of Vermont are going to decay, and few there be that are replacing them.

Years ago this was a great apnle state. I can remember thirty years ago, when these orchards were in their prime, and were more thrifty. Fruit was abundant and very cheap almost below any price all around, now it is scarce. About thirty-five years ago the temperance move, or Washingtoniaisra (why so called never knew) swept over Vermont, and swept away very many of its finest orchards. Lest people should make cider or eat too iiiany apples and get intemperate, orchards were hewn down by tho thousands and cast into the fire It is said that it is almost impossible to raise orchards now, for sjme unexplained reasons the young trees do not thrive, but early be come rough, blistered, wormy, and decay before iruiting.

If 1 believed in curses, should boldly assert, that this lack of tree vigor was a curse upon the people for the wanton destruction, a third of a century ago, of that tree which beares the most generous, the most wholesome and most valuable fruit on the face of the earth. Why this temperance fanaticism which smote down the fair orchards of Vermont did not extend to corn and wheat because whisky is made ot it, is another mystery. The orchards took the weight of the blDw, and it is felt to this day and more apples are now imported into tha State than therei are raised in it. The average age of the old orchards here is abaut lltty or sixty ytars. "The oldest I can learn of are about i seventy five, and they are very old and al nost gone.

Now and then a vigorous tree may live to pass the century line, but they are scarce. Perhaps more attention to manuring, pruning and caring for them generally would furnish better results, but these etforts are seldom made. Twenty-five years from this, unless more attention is given to apple raising here, that fruit will ba nearly extinct. In spite of temperance fanaticism, I must say that the loss will be a severe one furnishing a powerful answer to tho argument that swept that precious fruit away.
