(JP) Military might of the British-American Eighth army and the Yugoslav army still packed Trieste today as the governments involved in the occupation controversy argued out the remaining points of difference in a new spirit of friendliness.

Marshal Tito's acceptance of the main Allied principles, including administration of the important Adriatic port city by the Allied military government, left only three important Yugoslav reservations to be decided, it was understood. Optimism prevailed. (In London, American and British government officials were reported re-examining the Trieste problem and keeping Russia informed. (A Belgrade dispatch of Wednesday afternoon said Americans and Britons at the Yugoslav capital no longer feared open hostilities which threatened last week. The Yugoslav government was said to have made it clear it had no intention of annexing the disputed territory before the peace conference.) These were the remaining reservations to be resolved: 1.

The Yugoslavs feel that some units of their army should remain in the area under Allied command. Their propaganda repeatedly has stressed that the city was liberated by Tito's army. 2. 3. The Yugoslavs insist that a representative of their army should have a place in the Allied military government. British and American troops have made no further moves since the six-mile penetration eastward on Tuesday, a move to cover communica tions northward from the port Wallace OKs Loan-Splitting RFC Plan Held Aid To Small Business WASHINGTON, May 24 (JP) The RFC reported today that 729 banks have signed up for Its "share-the-loan" program of financing small business firms. Meantime, Commerce Secretary Wallace called the RFC program "a step in the right direction." He said it" will cover "part of the need in the smaU 4 business field." kHe left open the question: of, how large those needs will be, and what else ought to be done- to supply-them. Wallace made his comments in a written reply to a reporter's question.

He is expected soon to make a fuller statement about the capital requirements of little business. RFC officials said banks are showing keen interest in the program and that the number of banks signing the "blanket participation agreement" ranges from 20 to 45 a day. Under this blanket agreement, the RFC agrees to guarantee up to 75 per cent of each loan, leaving the bank with as little as 25 per cent of the risk. This guarantee is virtually automatic on the part of the RFC and takes effect when the bank decides to make the loan eliminating the need for RFC Investigation and approval of each case. Loans covered under the agreement must be for $250,000 or less.

Political correspondents of London newspapers agreed generally that the prime minister would have most of the cabinet offices filled by the weekend, and that the new Interim government would be ready to meet when commons sits again next Tuesday. Deputy Prime Minister Clement Attlee, Minister of Labor Ernest Bevin. Home Secretary Herbert Morrison and other labor leaders, now at a. labor party conference at Blackpool, were expected to hand over their seals of office to the king by Monday. Special arrangements have been made for those serving overseas to vote by ballot or by proxy. Ministry planes will carry ballots to far places and return them. British men and women serving in 17 areas, including the United States and Canada, thus will have the opportunity to vote. Food Truckers Return To Jobs CHICAGO, May 24. (JP) Chicago's 6.500 Independent trucl: drivers, whose week-long strike partially paralysed movement of war goods and food in the Midwest, began a mass return to work today with the federal-government acting as their boss.

The strikers, members of the independent Chicago Truck Drivers union, called off their strike last night, shortly after President Truman authorized the Office of Defense Transportation to seize the trucking concerns. The ODT seizure was 'effective at 12:01 a. m. central war time today. However, some trucks, with regular drivers at the wheels, began rolling with delayed shipments last night.

The Cartage Exchange of Chicago said all the reports it had received this morning were that regular drivers were resuming their runs. Forbes Improved The condition of Charles B. Forbes, staff writer for The Miami Daily News who underwent an operation May 1L was reported as improved today at Jackson Memorial hospital. One citation went to Mrs.

W. E. Park, mother of three other servicemen, whose son. Pvt. Elmer Park, 24, died in Italy May 29, 1944.

One of her sons, Aviation Machinist's Mate Horace Park, 28, navy, who returned Sunday from service in the Pacific, sat with her next to the honor roll during the ceremony. Her other two sons are still in Europe. They are Pfc. Bill Park, 23, with the Seventh army, and Pvt. Thomas Park, 19, with the Third army.

A second citation, went to Mrs. W. Whitesell mother of Sgt. Joe A. Whitesell, killed on Saipan July 10, 1944.

The third was presented to Mrs. Walter D. Kniffen, whose husband. Warrant Officer Kniffen, died on Iwo Jima. Mrs.

Kniffen is the mother of two children, Mary and Bill. Her husband used to operate the Kniffen Transfer of Miami. A. B. Lambert, captain of the county legion guard of honor, presented the framed scrolls.

F. Lester Ballantine, commander of Miami Springs post, was in charge and guests include Meade Wilson, Mulberry, state department commander; and Albert Mills, Key West, fifth district commander. Mayor Wellford H. Tyler, jr of Miami Springs, spoke briefly. Jesse Koehler, Miami Beach, chaplain of the guard of honor, delivered the benediction.

Following the dedication legion officers were installed at the post rooms. They are: Commander, Charles S. Ellsworth vice commanders, Claude High and William S. Leaycraft; adjutant and finance officer, Ballantine; chaplain, Edward H. Riopel; sergeant at arms, D.

Profit taking on the three-year bull move, one- of the longest in history, received the principal blame for extension of the decline. The Truman cabinet shift and the British political upset held the attention of Wall Street but seemingly caused scant bearishness. Further cutbacks and contract cancellations provided cautionary, reasons.

Earnings, dividends and peacetime prospects persisted as bolstering factors. (JP) Southern workers will be better paid as a result of the Interstate Commerce Commission's recent freight rate ruling. Dixieland congressmen predicted today. The higher-pay theme was sounded by most of the more than 20 southerners asked by a reporter to interpret the ICC decision to make railroads establish uniform class rates. Heretofore the south's charges have been higher than the East. "The average workingmen, particularly those in the mills and factories, are going to be among the greatest benefactors of the improved freight rates," declared Rep.
