instances of juvenile gang troubles and disturbances by hotrod drivers were discussed by the council and Police Chief Joseph Torman Chief Torman said South Ogden police have been trying to run down hot rodders who create disturbances after movie drive-ins and beer establishments close The worst area of trouble is along the Riverdale Road stretch from 40th to 36th which lies in South Ogden's
