However, William Gallagher, chief investigator for the Nevada commission, told The Miami Daily News by telephone that investigation was continuing into rumors that "Big Sam" Cohen and Howie Knjjcl were involved in the operation of the Riviera. if any evidence is found that they are involved, Gallagher said, the Riviera license would be suspended.

"Big Sam" was a partner in the S. and Engel for many years had the horse race book at the Sea Isle Hotel under S. G. protection. "We had heard reports that 'Big Sam' and Engel had a share of the gambling concession in the Riviera," Gallagher said, "but after an exhaustive check we could not substantiate these rumors.

They may have been part of the original application which has been superseded by one from the present group." At a hearing on the license applications Gallagher asked Harvey Silbert, a Los Angeles attorney who is fiscal agent for a group which includes Harpo Marx and his brother Gummo, the direct question: "Are 'Big Sam' Cohen and Howie Engel in this operation?"
