He is working on "Civility," the sequel to "Integrity," and frequently writes for law reviews and such publications as The New York Times, The Wall Street Journal, The New Republic and The New Yorker. The election-year political environment is the theme for the fall 1996 University Forum lecture series. Selected Forum presentations are broadcast on Omaha public radio station KIOS (91.5 FM). Stephen Carter, a legal scholar and author of the acclaimed book "Integrity," will address the Nebraska Wesleyan University Forum on Sept 26. Carter's presentation, "Integrity and Politics," is scheduled for 11 am in O'Donnell Auditorium, located in the Rogers Center for Fine Arts, 50th Street and Huntington Avenue.

University Forum is free and open to the public. Carter's lecture will examine integrity, especially as related to the politics of this election year. In "Integrity," Carter weaves together insights from philosophy, theology, history and law, along with examples drawn from current events and a dose of personal experience, to offer a vision of integrity that has implications for everything from marriage and politics to professional football. He also discusses the difficulties involved in trying to legislate integrity as well as the possibilities of teaching it. Carter is the William Nelson Cromwell Professor of Law at Yale University, where he has been a member of the faculty since 1982.

Carter served as law clerk to Judge Spottswood Robinson III of the VS. Court of Appeals in Washington, D.C., then as law clerk to Supreme Court Justice Thurgood Marshall. Property taxes focus i new Hagel TV ad Republican senatorial nominee Hagel has launched a new campaign ad focusing on 'fifeh local property taxes in the state. In the commercial, Hagel pledg-' to cut federal taxes in order to reduce the tax load for Nebraskans. Last week, Hagel injected the property tax issue into the Senate suggesting that Gov. Ben his Democratic opponent, should be held accountable for fail-iijg to reduce property taxes during his six years as governor. Nelson responded that the gover-Jnpr has no authority over property tax rates, which are established by local government.
