That would speed things cp considerably. Once the licenses are granted, the licensees have three years to build their stations or forfeit the licenses.

There's do doubt about it two new TV stations licensed to the Capital City would shake things up a bit Just how much remains to be seen. The Lincoln 51 LLC application, for example, puts its proposed transmitter site near the tiny hamlet of Malmo, just northwest of Wahoo. Leitch claims that from that location, Channel 51 would be able to cover both Lincoln and Omaha with a "city grade" signal (that means That would sharply differentiate the station from KOLN Channel 10 and KLKN Channel 8, neither of which has a signal that effectively reaches Omaha. But then what does Channel 51 become? A Lincoln station with a Lincoln identity? A superstation that seriously attempts to serve both cities with news and public affairs programming? Or would it become something like Omaha's independent KXVO Channel 15, more or less a pure entertainment outlet without a strong local The wheels of the Federal Communications Commission certainly do grind slowly. For the last three or four yean, applications have been on file with the agency for TV stations on Lincoln's last two allocated channels UHF Channels 45 and 51.

Now it looks like those licenses may be granted in the not-too-distant future. Part of the problem has been competing applications. According to the FCCs Web site, Channel 45 has four companies and individuals laying claim to it Northwest Television, McPike Communications, Walnut Creek Telecasting and Larry A- Miller. And Channel 51 has a grand total of five applicants David M. Comisar, Prime Broadcasting Company, Lincoln 51, LL.O, Anthony J.

Fant and World Broadcasting, As far as I know, all of these are out-of-staters who don't currently own broadcast properties in or near the Lincoln market (although Fant used to own the NTV network in south-central Nebraska). Information on these applicants is not exactly voluminous. In fact, I couldn't even find the legally quired public inspection files for several of them at the public library. first spectrum auction win be held Sept 23, 1223, to clear nearly a thousand competing applications from the FCC docket Lincoln is not included in this first auction, and the dates for following auctions have not yet been announced The. proposed guidelines for the auction process read like the rules for a bad game show arcane, to say the least But the bidding win all take place online to speed1 up the process.

Sun, there's another problem. The FCC has set minimum bids for the new licenses, and a lot of them seem severely out of whack. A new license to be auctioned off for? Sun Valley, Idaho, for instance, would cost the high bidder at least $25 per household in the market Others in the area are set at about 2 per household "It's really too bad," said Keith Leitch Of WES Broadcast Consultants in El Paso, Texas. "It's just going to go to the richest Leltch's brother Mark filed the ap- plication of Lincoln 51, LLC. "We're praying for a settlement," Leitch said.

v- By "settlement" Leitch means an agreement among the competing applicants. Either by merging their companies or buying each other out Today's tip By contrast at least two of the Channel 45 applications put a transmitter near Beaver Crossing in Seward County, the same general neighborhood from which KOLN and KLKN now broadcast That would put Channel 45 in more traditional territory for the. Lincoln-Kearney-Hastings market Other questions to be answered: WiU Lincoln get an NBC affiliate out of the deal? How will Cable Vision make room for the new stations in the line-up? Are there reaUy enough advertising dollars to go around among four commercial TV stations in Lincoln? What wiU be the effect on Channels 8 and 10? WiU the scramble for pieces of a shrinking pie lead to expanded and more competitive local programming, or to corporate belt-tightening? I love this stuff. As Lincoln continues to grow up as a city, media con- sumers will have more choices, and those choices should be quality choices. The head-to-head competis tion between KOLN and KLKN has been good for both stations and for Lincoln broadcasting, but it has not been a magic bullet.

I wonder what win happen when two additional Capital City TV stations join the fray. After the new licenses are handed out, Lincoln win have five TV Channels: 10, 12, 45, and 51. But that's it Forever.

So what does the FCC do with all these competing applications? In the past, there would be a process to determine the most "worthy" applicant. The logjam of competing low power TV applications was broken up using lotteries (draw the short straw, start broadcasting). Now, in the wake of the Balanced Budget Act of 1997, Congress has mandated that the FCC auction off full-power channels to the highest bidder. 1 Workshops, Classes.
