Grundner then received a $50,000 grant from Ameritech and a computer system from to expand on his electronic communication research. The money and hardware were used to start Cleveland Free-Net on July 16, 1986. Back then, the Web did not exist, and people were just beginning to get used to connecting computers with modems, Neff said. In 1989, several personal computers were linked together in order to meet a quickly growing usage demand for the Free-Net. "Tom was quite a missionary for this type of computer use," Neff said.

"When we put the Cleveland Free-Net system on the Internet, people were very nervous, asking, 'What are you doing putting ordinary people on the We showed that ordinary people not only could use the Internet but would use it." A few years later, Grundner ended his association with the Free-Net and then, in 1997, he wound up in trouble for his use of computers. He was convicted in federal court of possessing child pornography and told the judge he developed an addiction to porn on the Web. But Neff said Grundner's personal problems weren't connected with the Free-Net and have nothing to do with the decision to shut it down. Free-Net was designed to be like an imaginary city, with registered users as its citizens, and numerous text-only bulletin boards linked together. Then, as now, there Were no ads or Web-style graphics.

But it provided certain Internet services that seemed amazing in the 1980s to anyone playing with a personal computer from the home or office. A user could exchange e-mail with others, jump into newsgroups, or try a terminal session linking to a database far away, such as a library system in California. "Nobody charged anybody anything, and all you needed was the simplest terminal and a modem," Neff said. Other communities caught on to the Cleveland model and began to develop their own free networks. John Kurilec, director of Organization for Community Networks, estimated there are about 300 free-nets in existence today.

"Canada has a whole bunch of systems the Canadian government has helped to fund. States with large rural areas are promoting them, and there are a growing number in Europe," he said. "I don't think it's a phenomenon that will cease. "It's like losing an old friend," he says. "I wish there was a way to invigorate it." Sorry. No way. The swift pace of technology advances has taken a toll on what some believe was the first significant "virtual community." On Thursday, Cleveland Free-Net will be shut down 13 years after its founding. "We're not fighting it," said Raymond Neff, Cleveland Free-Net's administrator and vice president for information services at Case Western Reserve University, the host.

"We're celebrating something that was intended just as an experiment." When the Free-Net started up in 1986, it provided services that Internet surfers take for granted today but weren't widely available then: features such as e-mail, electronic, bulletin boards and chat groups. Now it's a Y2K victim. The Cleveland Free-Net software might not be able to recognize the year 2000, and rather than worry about how to make it compliant, Neff decided it's better to shut down. "It's amazing we could keep this idea going for 13 years," Neff said. "Measuring Internet time is like dog years.

In other words, 13 years on 1 dog makes for an ancient dog. Time marches on." Compared with the World Wide Web's flashy sites these days, the Cleveland Free-Net seems awkward, dull and limited. But perhaps not to those who have grown to appreciate its simple charm. "Once it was the only game in town," recalled Swartz, a lawyer who not only was a regular Free-Net user but also a volunteer manager of one of its sections dedicated to discussion of labor law. There were also discussion and information areas for topics such as Supreme Court opinions, the Cleveland Indians, high school life and the supernatural.

"Certainly there are far more resources on the Web," Swartz said. "But it got people into telecomputing, e-mail and things they probably would have gotten into eventually anyway. It was a very gentle, friendly way to do it. And the price was right." The price was always free, Neff said. "We opened up our computer system to the Cleveland metropolitan area, and that turned out to have no boundary," he said.

The Free-Net got its start when Thomas Grundner, a professor of medical education at CWRU in 1984, wanted to develop a way for people to get non-prescriptive medical advice.
