Gib lost his chance to do the Browns' four pre-season games on TV when WJKW-Channel 8 signed a three-year contract to air them. Channel 8 has its own sports team. MORE HOT AIR: Jim Mueller will be the odd man out of the booth on the Browns' radio team.

Station WWWE has decided to go with two voices, so look for Nev Chandler to continue to do the play by play with Doug Dieken handling the analysis, FARM FEED: If Karl Keliipuleole ever makes it to the Cleveland Indians, headline writers are going to be in trouble. It's a cinch this Hawaiian native who pitched for Brigham Young this year immediately will be dubbed "Kelly" through his pro career. The Indians selected the right hander in the draft last week, but aren't allowed to reveal in which round. I hear he was their second selection and have high hopes for him. Of the 33 players the Indians drafted 23 have been signed and all but one of these will join their rookie club in Burlington, N.C., this week.

The lone exception is Keliipuleole who has been assigned to Waterloo (Iowa). The Indians' front office is hoping he'll be known as "Dr. Nothing wrong in wishful thinking. DOWN ON THE FARM: The pitching picture on the farms became slightly less bleak last week when Mike Poehl, first round pick in 1985, pitched a three-hit complete game. It was his first impressive outing since undergoing elbow surgery last winter.

More importantly, it was the first time he experienced no pain. John Farrell finally gave Buffalo, the Tribe' AAA farm in the American Association, its first complete game of the season and also gained his first victory after five losses. In spite of Buffalo's sad record it is averaging over 6,000 fans per game. TRAVEL TALK: Things are slow for Browns' veep Ernie Accorsi now inasmuch as all the draftees and free agents won't talk contract until they learn what the top draft choices get from other clubs. San Antonio, which has the top pick, already has said it will take Navy's Dave Robinson and wait for him to finish his two years of service. I see Phoenix taking either Ohio State's Dennis Hopson or Armon Gilliam of Nevada-Las Vegas and I think the Suns will opt for the Buckeye star.

Harry Weltman, who now heads the New Jersey Nets, has the next choice and he'll take the one Phoenix doesn't or Reggie Williams of Georgetown. Those three, plus Derrick McKee of Alabama and Kenny Smith are the five most coveted players after Robinson. All will be gone by the time the Cavs step up to choose. This isn't considered a banner drafting year and after the first six, the talent falls off sharply. Kevin Johnson, from the University of California, is an outstanding athlete, but it isn't certain if he has the skills to play point guard in the NBA.

He was a shooting guard in college. He's only 6-foot-l, but he has long arms and big hands and the Cavs think he has the natural stuff to become a playmaker, although I don't think he could achieve NBA level in that department for a year or two. Right now he's a shooting guard in a point guard's body. He is an excellent defensive player, although like John Bagley, he would have trouble guarding a taller man. Johnson also happens to be a fine baseball prospect.

He's a shortstop and he signed with the Oakland Athletics after his Junior year. He played pro baseball in the A's farm system, at Modesto, last summer. BAG MAN: Several clubs are interested in John Bagley and Weltman, always a Bags' man, would jump at the chance to get him.

But be cause of the way the Cavs have played Bag-ley his market value isn't high. And unless the Cavs change their offense for next season, Bagley won't be able to take advantage of his quick hands and court awareness. A fine passer and rebounder he needs an open court and a strong transition attack. Last season the Cavs stuck mostly to half -court play. The Cavs can forget about trading Mel Turpin unless they virtually give him away and pay most of his high salary.

FOR PETE'S SAKE: Pete Franklin is scheduled to leave the Cleveland Ginic at the end of the week. The sport-talk host will have to spend the next six weeks at home convalescing. If Art Modell, who underwent similar heart bypass surgery exactly four years ago, keeps radio station WWWE-1100 he intends to hold Pete's job open for him, just in case Pete decides to remain in Cleveland rather than fulfill his new contract with a New York station, where the pace might be too frenetic. Modell this week will decide which way to go with respect to the sale of his radio properties, for which he has had several bids. Right now there is a good possibility he will keep WWWE and sell WDOK-FM, an easy listening music station.

SHANLEY UPDATE: Gib Shanley, in town last week to sub for Franklin, talked with execs at WUAB-TV last Tuesday.
