Belichick was behind the microphone, which shows the solid relationship that now exists between the wide receiver and the coach. The Browns' PR department immediately offered Jackson a job. The Jacksonville players now complaining about the strictness of coach Tom Coughlin, mainly his "concentration line" should know that Belichick instituted the same "line" the day he took over the Browns. Once the players cross that imaginary line as they walk onto the practice field they belong to the coaches and are not permitted to let anybody else talk to them. This was the same rule the Giants had under Bill Parcells when Belichick and Coughlin were his assistants.

DRESSING UP: Belichick has instituted a kidding-in-earnest traveling dress code for the Browns. It's called the "Steve Everitt rule," because the Browns' center is a notoriously sloppy dresser who never wears socks and rarely a shirt. Now socks and shirts (with collars) are mandatory for every trip. On the trip to Atlanta, Friday, Everitt wore a new white shirt (and tie). Also a new pair of shoes rather than his usual beat-up sneakers.

But no socks. "He's making progress," said a smiling Belichick who added he would address the lack of socks with "some kind of fine." Andre Rison was the Browns' best customer for the two preseason home games. He bought 40 tickets for each. The Browns wasted no time on a specific game plan for last night's contest against the Falcons because they won't be facing any run-and-shoot teams during the season. Instead, the coaches already began to concentrate on the opener against New England.

Eric Turner was working out in California with Steelers' holdout Carnell Lake until the latter signed last week. RED FACE: After Testaverde came out of the hospital last week and reported to camp he was surrounded by the media and was asked by a reporter, "What did you do during Bears' game?" He replied, "I was listening to it on the radio but you can't really tell what's going on." Then he saw Doug Dieken, one of the Browns' radio announcers, in the group and quickly said, "I'm, sorry, Diek. You do a good job but it's difficult to tell what's happening football-wise." Quipped Dieken, "That's okay Vinny. I'll remember to give you a few extra interceptions." Vinny lost six pounds while in the hospital. Next week's workouts against the Arizona Cardinals should tell if he's ready.

The Cards show all sorts of fronts and blitz repeatedly. Netherlands-born Romeo Bandi-son, a disappointment last season as a third-round draft choice, has shown marked improvement and is making the defensive tackle position deeper. NAGGING: Charles Nagy underwent a complete shoulder and against the Bears that after Hunter completed a six-yard run he raised his fist into the face of the player who tackled him and then saluted the Dawg Pound? Belichick immediately took him out and said, "You don't taunt opponents in this league. You don't make them angry." Although it was meant as a lesson for the rookie it also was a way of indicating he's made the team. If Belichick didn't care about the back he'd simply cut him without the reprimand.

PALS: A local FM station (Jammin 92) was at the Browns practice session Wednesday for a live broadcast The announcer asked for Belichick but the coach, with his added duties as defensive coordinator, told the Browns' public relations department he wouldn't have time. Wide receiver Michael Jackson went on the show and did a fine job. When the interview was over the announcer said, "I'd love to get your head coach on the air." Jackson said, "No problem. I'll get him." He went to the coach and soon Meanwhile, the Browns radio network is at an all-time high with 49 stations in and around Ohio carrying the games. Moreover, the revenue from the radio network is increasing.

Both WKNR and WDOK, the respective A.M. and F.M. outlets in Cleveland, are paying over six figures for the rights to "the games. And the Browns keep the revenue for all the ads during the games. The stations get to sell ads on the pre-game and post-game shows.

The game-time advertising also has increased. The interest in the Indians, rather than hurting the Browns, has been a boost. Several companies which never advertised on sports shows before, bought air time on Tribe games this season, found the investment paid off and now are buying time on the Browns games. IN BETWEEN: Tommy Vardell, although a back, is now being considered in the tight end category as an H-back. He'll make the 53-man roster, but will be deactivated each week until he's ready to go 100 percent.

Belichick wants to carry four tight ends into every game. Did you notice in the game A little bit of this and a little bit of FINAL CHECK: Browns coach Bill Belichick is more interested in the performance of Jim McMahon in the final exhibition games than he is in Eric Zeiers. McMahon received no bonus and his future as a backup depends on what he now shows. If the coach decides McMahon doesn't have enough left the veteran will be cut and the Browns will go with Vinny Testaverde and Zei-er for the present, with Tom Tupa as the insurance passer. Four rookies are certain to make the final cut: Zeier, Craig Powell, Mike Frederick and Earnest Hunter.

Rookie Tau Papua has been impressive and probably will go on the practice squad if he can get ihrough waivers. Frederick, third-round draft choice, is now rated as a solid backup defensive end. The Browns will carry four backs: Leroy Hoard, Lorenzo White, Earnest Byner and Earnest I lunter and they'd also like to keep Ricky Powers, at least on the development squad. But it's doubtful if he will pass waivers. More than 18 scouts were on hand, and no doubt impressed by his performance against the Bears, last Monday night.

BLACKOUT: A Los Angeles radio station, seeking to purchase the broadcasting rights for all Browns games this season, has been turned down by the club. The station wanted the Browns' games because there has been so much talk in Los Angeles that the Browns will be moving there. Also, a large Browns Backers group in southern California is eager to hear the games. The Browns rejected a substantial sum in refusing the station's offer. The Browns decided that if they allowed the station to carry their games it would fuel speculation about the possible move to Los Angeles and they didn't want that.
