It takes 1,000 parts per billion to give a steer an unfair growth advantage and 100 parts per billion to make meat from the animal dangerous for human consumption, according to testimony. The clenbuterol was found only in the retina of the steer and not in any other tissue, Michael noted.

At those small levels, it is possible that the clenbuterol was passed from the mother when the calf was an embryo. The Millers' attorney, David W. Pryor, said the fair's investigation was mishandled. "They were so anxious and so zealous to prosecute all these people they never bothered to ask any questions," Pryor said. Miller said he did not regret his years of showing steers at the fair.

"You learn a lot of things showing steers," he said. "I guess I learned that some of your hard work pays off sometimes." The examiner, Thomas P.

Michael, recommended that Matt Miller, 20, of Arcanum be dropped and that he be awarded the $12,000 in prize money for his steer, which took second place in the junior livestock show at the 1994 fair. "The burden has been taken off," Miller, 20, told The Columbus Dispatch in a Friday story. Michael recommended that six other exhibitors be disqualified and banned from the fair for periods ranging from one year to life. One exhibitor refused to take part in the hearings. The Ohio Expositions Commission will meet Wednesday to vote on the recommendations.

Eight top animals from the 1994 fair's junior livestock show, including the grand champion steer and lamb, were found to contain vegetable oil or the drug clen-buterol. The substances are used illegally to enhance the appearance of show animals. "The thing is I knew I didn't cheat," Miller said. "But you get so frustrated you can't hardly do anything. It could upset you and drive you crazy if you let it." In his ruling, Michael noted that testimony showed that clenbuterol was found in Miller's steer at 4 parts per billion, the minimum detectable level Funeral services will be Monday at 10 a.m.
