Simpson, 35, a security guard, suffered painful burns on the face, chest and arms today when a pressure cooker he was using sprayed him with steam. Simpson, of 1241 Versailles was cooking chicken parts for his dog.

He apparently failed to let all the steam out before opening the pressure cooker and it sent live steam over the entire upper part of his body. He was taken to Alameda first aid station for treatment and released to his family doctor. The board's building and grounds committee agreed to in vestigate the money-saving tea tures at a session prior to the regular board meeting yester day. Committee members noted that under existing school build ing standards it would be im possible to construct all the facilities needed with the recently passed $40,000,000 school bond issue money.

POSSIBLE CHANGES Possible changes in the junior high school plans would include combining the auditorium and cafeteria, a $78,040 saving; omitting stage equipment, ex cept curtain and other essentials, reducing the size of the library, reducing the size of individual administrative of fices, and combining the kitchen and serving area, $3,080, Possible elementary school changes would be a multi-pur pose room substituted for sepa- rate cafeteria and auditorium, a $42,840 saving; reducing the size of administrative offices, omitting all stage equipment except essentials, and omitting a special education room, $4,590. COMMITTEE ATTENDS Members of theCitizens' Com mittee for Better Schools, headed by Charles P. Howard, attended the session, which was presided over by Chairman Carl B. Munck. At the board meeting follow ing the committee session the board received bids from four construction firms for recon struction of Whittier School.

They included Beacon Con struction John E. Branagh and Son, Mc-Clellan Construction, 000, and W. H. Wisheropp $429,200. Alameda County government is going to act as banker, but without any interest, in lending $922,600 to 11 school and special districts to finance their operations until tax monies are avail able.

The funds are to come from the county general fund. School district needs total $799,000, but $74,000 of this will be drawn from the county service fund and junior college tuition re serve. The County Flood Con trol District has asked for Hayward Recreation Dis trict and Livermore Rec- Noting that Berkeley Unified School District asked for 000; beard chairman Kent. D. Pursel declared "these boards should be more realistic on their budgets and know what they have to operate on.

However, Supervisor Francis Dunn said that in qualifying for state loans qualifying school districts are required to apply their reserves to the building program, hence most don't keep a reserve. Dunn added that the loans is another service to cities and districts which is not generally recognized. The money is to be repaid the first week in Janu ary. French. USN, former commanding officer of the Alameda Naval Air Station, who will teach science and mathe matics in the district's adult education program at the air station. In- recommending approval of the appointments, Assistant Superintendent of Schools Harold Eifert pointed out that the administration has been able to drop eight teachers from its staff as a result of decreasing enrollment. Dr. Donald M.

Roderick, su perintendent of schools, declared that this decrease in the staff, vhich was actually effected dur ing the spring term, means a saving of some $100,000 to the district. The board also adopted the superintendent's recommenda tion approving the loan of a quonset hut from the old Bur-bank School to the Alameda Little Theater Corp. The. group requested the hut for use as rehearsal and storage space. The corporation will pay for moving the building.

In approving the recommendation, the board adopted a resolution commending the little theater group for its "many worthwhile contributions to the cultural life of the community." Spruance, prominent in surance man, has been charged with battery on a complaint signed by his wife, Joyce, 45, who told police her husband beat her earlv vtsterdav. He will make his first court appearance Sept. 4. Mrs. Spruance, 1159 Winsor called police at 1:30 a.m. yesterday and was later treated at Highland Hospital for bruises about her head and face.

Her husband was arrested at 5:30 a.m. in an Oakland motel where Mrs. Spruance directed police. She reportedly told officers that she and her husband had been estranged for two weeks, but that he returned home during the night. When she awoke, he berated her and beat her with a shillelagh, or heavy cane.
