Criticism of the budget was received by the council in the form of a nine-page report from private consulting firm em ployed by the Alameda County Taxpayers Association, The latter group had been requested by the San Leandro Chamber of Commerce to analyze the pro posed budget The report urges that proposed expenditures of $100,000 for parks and playgrounds development and $83,000 for the start of a community library center be deleted.
