However, a jump raise of partner's has the pre-emptive effect of using up several levels at which the opponents might otherwise come in, 'i 1" a any bid is pre-emptive lo the extent that it forces the opponents to come in at a higher level, it they are to cnlcr the bidding at all. Thus, an opening bid of one spade or one, no-trump arc, in a sense, pre-emptive. The Englisii bidding style makes good use of bolh these types of pre-emptive action.
