The Browns paid for improvements at the park, including a gristmill, a sawmill, children's rides and log cabins, the park said. In 1976, Modell sold the park, which was later renamed Dolly-wood, after singer Dolly Parton.

It was unclear whether the Browns or Modell made a profit on the deal, the newspaper said. In 1972, Modell and other investors including George Her-zog, the late head of Union Commerce Bank, which had given Modell the loan to buy the Browns in 1961 invested in a struggling 60-year-old Cleveland vacuum cleaner maker, Premier Electric Co. After seven years, Modell and the others closed Premier Electric. One of the leading investors said Modell's loss was $1 million. In 1975, a bankruptcy judge appointed Modell as receiver of the former Cleveland Sheraton Hotel.

It was Modell's job to interest investors in renovating the place. He persuaded local banks to kick in half the $18 million needed; the rest came from investors and local businesses. But two investors pulled out, leaving Modell to raise an additional $2 million. He got the money from Cleveland Stadium a company he formed in 1973. It took out a $2 million loan.

In 1977, he bought Herzog's shares in American Metal Forming a metal-stamping plant in Cleveland. Five years later, rather than put the company into bankruptcy, Modell paid off all of its debts and closed it. Modell says financial woes a $21 million loss over two years are one reason he's moving the team to Baltimore next season. He blamed free agency, rising player costs and Cleveland politicians and corporate leaders who, he says, neglected him until it was too late. When National Football League team owners meet Jan. 17 to consider the proposed move, they are required under their own rules to look at how much Modell and his management of the Browns contributed to declared financial need to move the team. The newspaper said Modell's outside investments, many of which have been entwined with the Browns' finances, included some high-profile failures.

Even one of his most acclaimed successes the rescue of what is now the Renaissance Cleveland Hotel at Tower City involved a loan that was eventually assumed by a company tied to the Browns. During many of his 34 years as an NFL owner, Modell also has outspent other teams for administrative costs and player salaries, the Beacon Journal said. The Browns, with 84 employees, have one of the largest front-office staffs in the league. The Steelers, by comparison, have a staff of 52; the Bengals, 36. The Beacon Journal said Modell declined to be interviewed for its story.

Telephone messages were left Sunday at the office and home of his spokesman David Hopcraft. The Browns office said no one was available to comment until Tuesday. Financial records for Modell and the Browns are private, but the newspaper cited documents for the team and a related Modell company that were made public. Baltimore's lucrative deal $75 million in advance payments, a $50 million loan and a new, rent-free stadium presented the only way he could keep the Browns competitive, Modell has said. But Allen Sanderson, sports economist and University of Chicago professor, said Modell has to be making money.

"It doesn't take many accountants and lawyers in a room very long to make any professional sports team look unprofitable. Every NFL team is making money. The question is how much," Sanderson said. RUSHING Seattle. Broussard 2 15, Warren 117.

(AP) Their first FC Central crown in years was slipping away from the Green Bay Packers Sunday when Pittsburgh's Yancey Thigpen let the game-winning touchdown slip through his hands. Thigpen's drop on fourth down with 11 seconds remaining gave the Packers a 24-19 victory, their first outright division title since 1972 and a home playoff game next weekend against the Atlanta Falcons.

The Steelers (11-5) saw their eight-game winning streak come to a gut-wrenching end with quarterback Neil O'Donnell flat on his back in defeat and Thigpen on his knees in the end zone. On fourth down from the Green Bay 4, Thigpen wos open in the left corner of the end zone, but he dropped the game-winner, setting off a wild celebration of the record 60,649 fans at Lambeau Field who braved zero-degree wind chills. Thigpen's six catches for 80 yards gave him 85 receptions, breaking John Stall-worth's team record of 80 set in 1984. But No. 86 wasn't to be.

Linebockers Greg Lloyd ond Kevin Greene set the Steelers up for victory by teeing off on quarterback Brett Favre, the NFL's leading passer, who sustained a bruised chest in the third quarter and was shaken up on the first play of the fourth quarter and missed a series. Lloyd, whose illegal hit on Favre in the preseason cost him $12,000, relentlessly pounded Favre along with Greene, whose hit knocked Favre out of the game briefly. But Favre finished 23-for-32 for 301 yards and two touchdowns as Green Bay-(ll-5) won for the 17th time in its last 18 games at Lambeau. Bears 20 Eagles 14 CHICAGO (AP) Even in victory, the Chicago Bears lost. Despite defeating the Philadelphia Eagles 20-14 Sunday, the Bears missed the NFL playoffs because Atlanta rallied to beat San Francisco.

Chicago needed a loss or tie by Atlanta to qualify. Just as the Eagles-Bears qame ended, the Falcons took a 28-27 lead over San Francisco. But Soldier Field public address announcer Jack Lloyd told the departing crowd that Atlanta was losing 27-22, eliciting a loud cheer. It wasn't until after the fans started making their way home that they learned that the Bears (9-7) were out of the playoffs for the third time in four seasons. Chicago got two touchdown passes from Erik Kramer, 122 rushing yards from Rashaan Salaam and three sacks from Alonzo Spellman.

Falcons 28 49ers 27 ATLANTA (AP) Improbably, the Atlanta Falcons are going to the playoffs. Bobby Hebert came off the bench to throw two touchdown posses and a maligned Atlanta defense made it stand as the Falcons surprised the San Francisco 49ers 28-27 Sunday. Snapping a string of Jhree consecutive lopsided losses in the series, the Falcons (9-7) upset the defending Super Bowl champions despite another record-setting receiving day for the incomparable Jerry Rice. 14 7 0 4 27 3 13 4 4- 28 San Francisco Atlanta 0 7 0 714 7 10 0 320 Philadelphia Chicago "He's not going broke it's a question of whether he can make more money." Through Modell's company, Cleveland Stadium the stadium has brought the Brown's owner almost $63.5 million since 1986. It was Cleveland Stadium Cor that helped out in the hotel inves ment.

Harbaugh, celebrating his 32nd birthday, passed for 225 yards and a touchdown and Cary Blanchard kicked a 30-yard field goal in the final period to give I ndianapolis a 10-7 victory over New England and its first playoff berth since 1987. The Colts (9-7) earned an AFC wild card next week at either San Diego or Buffalo, depending on the outcome of Sunday's games. The Patriots (6-10) were eliminated a week earlier, but refused to go quietly into the offseason.

Curtis Martin ran for 103 yards, setting a New England season rushing record, and a 31-yard touchdown pass from Drew Bledsoe to rookie Hason Graham gave the Patriots a 7-0 lead at halftime. Harbaugh tied it on a 13-yard TD pass to Floyd Turner in the third quarter, but even after Blanchard's go-ahead field goal with 5:51 to go, the Patriots weren't finished. A 22-yard run by Martin brought New England to the Indianapolis 15 before Bledsoe was sacked bv Tony Bennett. He was second on the team in rushing with 380 yards on 102 carries for a 3.7-yard average per carry.

"I want to play and I know I can play," Byner said. "If playing in Baltimore presents itself, I'll do that. If something else presents itself, then I'll move on to that." Byner proved his durability two weeks ago when he carried the ball 31 times for 121 yards and caught a team-high seven passes in a win over Cincinnati. Fittingly, it came in what probably was his last game in Cleveland Stadium, where he enjoyed so much success in his first stint with the Browns (1984-88). "Maybe that was a sign that God wants me to keep playing," Byner said.

"My prayer is to play, but I'll do whatever He wants me to do." Byner said eventually he would like to get into coaching. Oilers 28 Bills 17 ORCHARD PARK, N.Y. (AP) The Houston Oilers won, and the Buffalo Bills made it through Sunday without any injuries to their starters. Everybody's happy. The Oilers' blitz-happy defense sacked Bills rookie Todd Collins five times and Rodney Thomas scored two touchdowns in a 28-17 victory over the Bills in a game that meant virtually nothing.

Steve McNair, making his second career start at quarterback for Houston, completed 12 of 26 passes for 168 yards and a touchdown. Collins was 6 of 15 for 30 yards in his first career start. Backup Alex Van Pelt completed 10 of 18 passes for 106 yards and two touchdowns in his debut. JACKSONVILLE, Fla. Running back Earnest Byner wants to play a 13th season in the NFL, but he doubts he'll be following the Cleveland Browns to Baltimore next season.

Byner, 33, heads into the offseason as a free agent. His two-year contract with the team is up, and he's still heard nothing from the Browns about re-signing. "It's interesting," Byner said. "I would assume that something would have been said to me at this point, but it hasn't. I've heard other things concerning me, but nothing about signing again." Byner will be 34 Sept.

MISSED FIELD GOALS None. Bengals 27 Vikings 24 CINCINNATI (AP) The Minnesota Vikings were eliminated from the NFL playoff chase Sunday as they were in the midst of blowing their final game. Minnesota wasted a 21 -point lead by allowing Cincinnati to rally for 24 consecutive points in the second half, capped by Doug Pelfrey's 51-yard field goal as time ran out for a 27-24 victory. The loss was almost onticlimoctic for Minnesota (8-8), which wos eliminated from playoff consideration as it set up for a second-arid-goal play from the 7-yard line with 2:19 left. The scoreboard directly overhead flashed the final score that ended Minnesota's season: Chicago 20, Philadelphia 14.

A few minutes later, Fuod Reveiz missed a 25-yard field-goal attempt, the final bitter disappointment on a 23-degree afternoon.
