The funds came through an impact-grant program which provides day programming for mentally retarded individuals.

The grant subsidizes the cost of day activities for mentally retarded persons moving from state institutions into community programs for the mentally retarded. Persons who moved into community residences after April 1, 1983, are eligible. general revenue fund money with federal Title XX funds, according to the Ohio Department of Mental Retardation and Developmental Disabilities. Each county's grant is computed by taking various client costs from 1982 times the number of service months it claims in the 1984 for eligible clients. The state portion of the grant is provided up front for clients as they enter the county's program.
