The percentage of approvals thus was more than 75 per cent. Before the rent increases, the cumulative monthly rent on the 19 units for which adjustments were approved during the month amount to $593.

The adjustments increase that total to $826, or about $1225 for each of the units for which petitions were approved. Including the 31 petitions received by his office during the past month brings the total of such petitions received since April 1, 1948, when the present law was enacted, to 273. Of those. Mr. Hobgood reports that 230 have been approved and Z8 denied.

"Occasionally we hear it said that present laws afford no relief to landlords whose rents are controlled, but these figures refute that contention The present regulations provide 23 grounds for rent increases and adjustments. "Our office operates on the impartial policy of aiding landlords to obtain everything to which they are entitled under the law--and of aid- Ing tenants to recover whenever they are forced to pay more than that." The rent director reported further that eight tenants in the Amarillo area were helped to get rent re- funds ol $509.50 during the month of October. That figure compares with $709.60 refunded as overcharges by landlords here during the month before --a decrease of about 28 per cent, he said. The smallest refund obtained by his office ciuring the month of October, just passed, amounted to $5,00 and the largest one was for $165.00. All told during the past month, 47 tenant complaints were received by his office in Amarillo, the Area Bent Director said.

To date, compliance has been obtained in 32 of those cases. Refunds of rent overcharges, amounting to $509.50, took place in eight cases for an average of for each such case, the director reported. Such cases included only instances where the landlord agreed to refund the extra rent without suit or court action. Furthermore, lie said, one case was referred for further investigation and three cases were referred for litigation or legal action. Figures for the month of October bring to $7,673.85 the total rent refunds which the Amarillo Rent Office has helped to obtain during the first 10 months of 1948, he said.

"We want landlords to have everything they are entitled to under the law, and we'll help them to get that; we want tenants to pay no more than the legal rent, and we'll help them to recover any- tnmg beyond that," the director said.
