Willard hospital not merging Skull fracture mystifies British actor Simon Ward LONDON (AP) Actor Simon Ward has returned home from a hospital and says he can't recall how he suffered a fractured skull. Ward, 45, best-known for his starring role in the Richard Attenborough film "Young Winston," said Tuesday he believes he was attacked Oct. 1 in or around his North London home.

He was found unconcious by his wife, Alexandra, in their living room. Scotland Yard said it is trying to determine whether Ward was attacked. "It is likely that he was," said a police spokes man, speaking anonymously in keeping with Welfel said, "The support of the medical staff is critical to the success of any proposal addressing the future viability of Willard Area Hospital." In deciding whether to pursue any of the three proposals, Welfel said, ten priorities are being considered: Maintaining full-service acute hospital care to be controlled locally in Willard. Continuing maternity and full-time emergency room services. Keeping a local governing board of trustees with local control.

Strengthening fund-raising and community involvement through the hospital association. Recruiting a strong on-site chief executive officer responsible to the board of trustees. Supporting management and shared services through corporate affiliation. Maintaining and strengthening local medical staff with physician specialists, if appropriate. Providing financial support to upgrade equipment, facilities and help address debt coverage and continued operation of the hospital.

Continuing all present services and being open to increase new, more specialized services to keep people locally serviced. Assuring employment security by increased financial viability with financial assistance. Hospital. Two hospitals, including Norwalk Fisher-Titus Hospital, comprise the Norwalk-based group, which would change its name to Huron Valley Health Systems if the Willard affiliation works out. "The proposals from (the two groups) that were presented last night," Welfel said, "were responsive to the hospital's overriding priority to ensure the continuation and, more importantly, the long-term viability of the Willard Area Hospital to serve the local community." In addition to continuing to pursue affiliation, Welfel said, the board is looking at a proposal by one board member to keep the hospital independent.

Welfel said the board member proposed Monday that the hospital pursue a major capital fund drive and more physician cooperation to increase census levels. The hospital has seen an average of 24-percent occupancy in its 64 beds in the last year. The average occupancy in hospitals across the country is 65 percent. All three proposals are being reviewed by the board planning committee, which will solicit input from the hospital's medical staff before making its recommendation to the board of trustees, Welfel said. WILLARD In response to concern over the community losing its financial control of Willard Area Hospital, the hospital's board has decided against pursuing a merger.

In a press conference Tuesday, administrator Frederick Welfel clarified the hospital's intentions and said a slate of five potential partners, which included Mansfield General Hospital, has been narrowed to two. At its regular meeting Monday, the board, along with some physicians and city council members, decided to continue affiliation negotiations with the Mercy Health Care System of Cincinnati and Norwalk Area Health Systems, Welfel said. Officials of the hospital, which has been steadily losing money since 1980, hope forming a relationship with another health organization will help it get back on its feet and become independent. Welfel emphasized, however, that an affiliation would not cause the hospital to relinquish local control. Welfel said hospital officials believe people will come back to Willard Area Hospital for care if it begins to offer the same services as other north central Ohio hospitals.

The hospital's financial woes have kept it from keeping pace with health care developments, Welfel said. The Ohio primary is slated for May 3. State Sherrod Brown ruled Tuesday that voters cast their ballots for delegates, not presidential candidates, when they vote in a primary election. Steve Fought, a spokesman for the secretary of state's office, said a letter drafted on the subject reads: "Contrary to what the printed ballot would lead most electors to believe, a vote at the presidential primary is cast for the approved delegates pledged to an individual candidate and not to the individual candidate himself or herself. "The delegates to the national convention are the candidates," the letter reportedly went on. "Thus it is the presidential candidate's delegates and alternates who must file declarations of candidacy." The announcement also removes tor assigned to track down the killer.

The congressman was not available for comment Tuesday evening, but his press secretary called the ruling from the Ohio secretary of state encouraging news and said voters can expect to see Traficant's name on the ballot statewide in May. Paul Marcone, Traficant's press secretary, stopped short of making an official announcement, but said, "As far as I know, he intends to put his name on the ballot in Ohio, Pennsylvania and probably West Virginia." An official announcement is reportedly expected at a Democratic Party dinner in Newcastle, later this month. Concerns had been raised that, under Ohio election law, a candidate's name would not be allowed to appear for two different offices on the same ballot.
