Michael Bullard was listed in critical condition at University Hospital with broken ribs, a broken arm and other injuries. He fell during halftime of the Cincinnati Bengals' football game against the Kansas City Chiefs.

I yiuMiaJUJ sssn i New station at Cleveland CLEVELAND (AP) Radio station WCPN is on the air, which will keep Cleveland from continuing as the only major metropolitan city in the nation without public radio. The station at 90.3 on the FM dial went on the air Saturday night with a live performance from the city's Masonic Auditorium by Mel Torme, who demonstrated the style of contemporary jazz that will be aired on the station nine hours daily. WCPN went on the air nearly six years after the Cleveland Board of Education shut down its public radio station.

Mahoning dream fails WARREN, Ohio (AP) -Some time in the next few weeks, the empty year-old Commuter Aircraft Corp. (CAC) plaitt will be sold at a sheriff's auction, perhaps the largest foreclosure sale in Trumbull County history. The plant near Youngstown Municipal Airport is the largest tangible evidence of a dreamed-of aircraft industry in the Mahoning Valley where the steel industry began fading in recent years. Some tanning parlor operators say the state is just in it for the money. The state it set to begin regulating tanning parlors Sept. 25.

A tanning parlor license is $100 a year. Indoor tanning parlors have been proliferating since 1980, tanning people with ultraviolet light for a fee. There are an estimated 1,000 tanning parlors in Ohio. "You can get burned pretty bad in one of those things if it's not operated correctly," said Robert Moore, executive director of the Ohio Board of Cosmetology. "Earlier this year, the legislature changed the definition of cosmetology to include the use of ultraviolet radiation Moore said.

"And they told us to start licensing and inspecting. And whatever the Legislature tells us to do, we do." But Kim Bailey, operator of the Tropic Glow Suntan Studio in Akron, said the cosmetology board sees tanning parlors as sources of revenue. "They way I see it, they're just getting involved for the money," she said. "I really don't think the cosmetology people know enough about this to put the regulations on that they did. If the state is worried about peoples' health, then I think the Health Department should be doing the inspections because we're dealing with the public." Karen Massa, owner of Tanfastic in Canton, said the state regulations are like federal rules already in place.

"All they're doing is duplicating FDA rules. This is just the state getting the money," she said. The regulations include timers on beat lamps, limits of exposure to the ultraviolet light and a requirement that goggles be worn while tanning to protect the eyes. Meanwhile, others issue warnings. Food and Drug Administration spokeswoman Pamela Chissler of the division of consumer affairs said over-exposure to solar-type radiation "causes skin cancer and premature aging of the skin."
