REAL PROPERTY BY THE COUNTY OF KERN PORTION OF ROBERTS LANE SUMP The Board of Supervisors of the County of Kem hereby declares Its intention to sell by Quitclaim Deed for a price not less than the minimum priee stated the following described parcel of real property: A portion of Roberts Lane Sump consisting of approximately 2.2 acres located at Roberts Lane and Ward Street. Said property is more fully described in the resolution adopted by the Board on February 17, 1976, a copy of which is on file in the Office of the Clerk of the Board, where such may be reviewed. Sealed proposals to purchase said property will be received by the Clerk of said Board of Supervisors, Administration and Courts Building, 1415 Truitui Avenue, Bakersfield, California, until 2:00 o'clock pro on the 22nd day of March, 1976, at which time at a public meeting of said Board in its chambers in said Administration and Courts Building said sealed proposals will be opened and considered. Said parcel will be sold to the highest responsible bidder for cash.

The Board of Supervisors reserves Ihe right to reject all bids. Persons wishing to submit written proposals shall use the form of bid which will be furnished by the Office ol the Kem County Road Commissioner, 1900 Roberts Lane. Bakersfield, California, or the Clerk of the Board, Room 600, 1415 Tnntun Avenue, Bakersfield, California, and each such written proposal shall be accompanied by a bid deposit in the amount of of the bid, in the form of cashier's check, certified check or money order payable to the County of Kem. Such written proposal shall be delivered to the Clerk of the Board of Supervisors in a sealed envelope at or before the time herein fixed for consideration of bids. After opening and reading the written proposals, tbe Board will call for oral bids.

The first oral bid must exceed by at least.five percent the amount of the highest written bid, made by a responsible person, and each subsequent oral bid shall exceed the previous bid by an amount to be determined by the Board. The Board will accept the highest of such oral bids as may be made by a responsible person, who shall furnish to the Clerk of the Board prior to the acceptance of his bid a bid desposit In tie form of cashier's check, certified check or money order, payable to the County of Kem, or cash, or a combination of the foregoing, in the amount not less than of his successful bid. If there are no written bids received on any given parcel, oral bids will then be received with the minimum bid established for the given parcel, being the lowest acceptable offer. The person whose bid is accepted shall pay the balance of Ihe purchase price bid by him upon delivery of the deed, such payment to be in the form of cashier's check, certified check or money order payable to the County of Kent, or cash. The bid deposit previously furnished shall be credited thereon.

The aforementioned bid deposit of the person to whom the bid Is awarded is to guarantee and pledge that he shall timely pay the balance of the purchase price, as herein provided, and the Board of Supervisors may elect to treat failure to timely pay said balance as a refusal to do so and thereupon the amount of said deposit shall be retained by the County as liquidated damages. Each bidder by making his bid will be deemed to stipulate with the County that It would be impracticable and extremely difficult to fix the actual damage to the County which may arise from failure of the person to whom the bid is awarded to timely pay the balance of the purchase price. County is not Intending to go through escrow or furnish a title policy. In the event the purchaser wishes such, they shall be at the entire expense of the purchaser. The bid deposits of the unsuccessful bidders shall be relumed on order of the Board within a reasonable time after the bid has been awarded.

At said time and place, and prior to opening of bids, this Board will consider a Notice of Exemption which states that the proposed sale is a sale of government surplus wilhin the meaning of Title 14, Section 15112 of the California Administrative Code, and that an EIR is not required under the California Environmental Quality Act of 1970, and mil consider any objections thereto. Lewis, professor of history and philosophy of religion, University of London, will be guest lecturer tomorrow at Cal State Bakersfield in a program sponsored by the college's Department of Philosophy and Religious Studies and the student Philosophy Club.

Open to the public, the 8 p.m. program will be presented in lecture room G-J 102 of Dorothy Donahoe Hall on the CSB Stockdale Highway campus. Dr. Lewis has been a professor of philosophy at University College, Bangor; a Fellow at Oxford University; a visiting professor at Bryn Mawr, Harvard Divinity School and Yale, Miami and Boston universities. He has delivered 12 lecture series on four continenents, the most famous of which is the Gifford Lectures at the University of Edinburgh in 1966-67 and 1967-68.

He has written a score of books including: The Elusive Mind, Our Experience of God, World Religions, Freedom and History, and Clarity Is Not Enough. Topic of his CSB lecture will be "The Self and Immortality." His book, Self and Immortality, was the topic of a recent 90-minute television discussion on the British Broadcasting Corporation in which Professor Lewis was joined by British philosophers Bernard Williams and Anthony Quinton. Dr. Lewis has served as president of Mind Association, Aristotelian Socinty, Oxford Society for Historical Theology, Intellectual'Society for Metaphysics and other scholarly societies. Since 1947 he has been editor of Muirhead.

Library of Philosophy and is founder-editor of Religious Studies, a journal published by Cambridge University Press. A personal friend of Dr. Charles W. Kegley, chairman and professor, CSB Department of Philosophy and Reli-. gious Studies, Dr.

Mr. Bebeau, a native of Providence, R.I., had lived in Bakersfield the past 12 years. He was a mechanic 35 years and worked for the Shell Oil Co. before his retirement. He was a veteran of World War I and was a member of the American Legion Compton Post'.

Survivors include the widow, Lucy M. son, Ralph E. of Fairfield; 2 daughters, Jeanette Heberle of Chino and Mariam De Witt of Whittier; a brother, Henry of Fresno; 3 sisters, Gladys Berry of Bellflower, May Jansen of Coalinga and Irene LaHargoue of Lemore; 12 grandchildren, and 18 great-grandchildren. Groene, a native of Maryland, had resided in California the past 52 years. She worked at Wickersham's Jewelers from 1927 until 1949. She married Charles E. Wickersham in 1927. Mrs.

Groene moved to Alameda in 1950 and married Henry Groene in 1952. They operated Hunt's Jewelers in Alameda from 1952 until they retired in 1973 and returned to Bakersfield. She is survived by the widower, Henry; a daughter, Nancy Hall of Bakersfield; 3 grandchildren, and 3 sisters, Mrs. Louise Haberfelde and Irene Boling, both of Bakersfield, and Lucille Bucher of Pennsylvania. A native of Pennsylvania, Mr. MacDonald resided in Kern County 8 years. He was a district sales manager for the Joseph Schlitz Brewing Company for 20 years. A veteran of World War II, he was a member of St. Paul's Church, Masonic Lodge 776 of Whittier, and Bakersfield Elks Lodge 266.

Survivors include the widow, Joan; 2 daughters, Jarriee of the home address and Jodee Brown of Bakersfield, and his mother, Daisy MacDonald of Bakersfleld. Memorials may be made to the American Lung Association. NEUFELD, PETE Services will be held at 2:30 p.m. tomorrow in the Mish Funeral Home-Shafter for Pete H. Neufeld, 58, of 534 Carmella Drive, Arroyo Grande, who died March 13.

The Rev. H. D. Rutledge of the First Southern Baptist Church of Shatter will officiate, with interment following in the Shatter Memorial Park. Mr.

Neufeld, a native of Russia, came to the United States in 1930. He became a U.S. citizen after having lived in Reedley a number of years, then moved to Shatter in 1943 where he remained until about three years ago, at which time he moved to Arroyo Grande. He worked for the Nichols Farms 23 years. He was a veteran of World War II in the U.S.

Army. He was a member of American Legion Post 136, Arroyo Grande. Survivors include the widow, Nora of Arroyo Grande; 2 sons, Pete of Orange Cove, and Alfred Ray of Arroyo Grande; 3 daughters, Betty Keller of Altadena and Shirley Johnson and Debra Neu- fled, both of Arroyo Grande; 2 sisters, Mary Wiebe of Dinuba and Tina Neufeld of Canada, and 6 grandchildren. James Dillon officiating at rites for Elizabeth Josephine Pier, 72, of Delano, who died March 13 in Delano. Born in Baker, she came to California in 1916 and had lived in the Delano area one year.
